Biography
Born on July 14, 1947 in the town of Balashov, Saratov Region .
In 1965 - 1971 he studied at the Moscow Engineering and Physics Institute (qualification - engineer-physicist, specialty - nuclear power plants), after which he began working at the Physics and Energy Institute in Obninsk .
About his Komsomol activities at IPPE later recalled:
In the 1970s, I was a Komsomol secretary, and we severely punished people for baptizing children. Some horror, I still feel ashamed. But, by the way, the priests themselves denounced their parents [1] .
From 1998, he worked in Moscow at the Ministry of the Russian Federation for Atomic Energy , then, from 2004 to 2008, at the Federal Atomic Energy Agency of Russia, and from 2008 to 2010, he was the Director of the Scientific Policy Department of the State Atomic Energy Corporation "Rosatom" , actually heading work on the development and adjustment of the strategy for the development of atomic energy in Russia. Scientific supervisor of the Rosatom project “New technological platform of nuclear energy”. According to Pyotr Shchedrovitsky , Rachkov is the main developer and integrator of the program “Nuclear power technologies of the new generation” [2] .
In 2010 - 2012 - Director General of the Institute of Physics and Energy, since March 2012 - the research director of the IPPE. Since 2010 - head of the department "Thermal Physics" of the Moscow Engineering Physics Institute .
Doctor of Technical Sciences , Professor , Corresponding Member of the Russian Academy of Sciences .
Published 146 scientific papers, including 7 monographs.
