The exclusive competence of the Tver City Duma includes:
1. adoption of the Charter of the city of Tver, making amendments and additions to it;
2. approval of the budget of the city of Tver and a report on its implementation;
3. the establishment, amendment and cancellation of local taxes and fees in accordance with the legislation of the Russian Federation on taxes and fees;
4. adoption of plans and programs for the development of the city of Tver in the presence of the conclusion of the Head of the administration of the city of Tver, approval of reports on their implementation;
5. determination of the procedure for managing and disposing of property in municipal ownership;
6. determination of the decision-making procedure on the creation, reorganization and liquidation of municipal enterprises and institutions, as well as on the establishment of tariffs for services of municipal enterprises and institutions;
7. determination of the order of participation of the city of Tver in organizations of inter-municipal cooperation;
8. determination of the order of material and technical and organizational support for the activities of local authorities of the city of Tver;
9. control over the exercise by local authorities of the city of Tver and officials of the local government of the city of Tver of powers to resolve issues of local importance.

The competence of the Tver City Council also includes:
1. adoption of decisions on local issues that establish rules that are generally binding on the territory of the city of Tver, in accordance with the law;
2. election of the Head of the city of Tver from his composition, the acting chairman of the Tver City Duma;
3. The appointment of the Head of Administration of the city of Tver;
4. changing the boundaries and names of districts in the city of Tver on the proposal of the Head of the city of Tver;
5. establishing the procedure for considering the draft budget of the city of Tver, monitoring its implementation and approving the report on the implementation of the budget of the city of Tver in accordance with the requirements of the Budget Code of the Russian Federation;
6. establishing a procedure for attracting citizens to voluntarily carry out socially significant work for the city in order to address issues of local importance in the city of Tver;
7. approval of the General Plan of the city, the rules of land use and development;
8. determination in accordance with the legislation of the Russian Federation of the procedure for the provision of municipal guarantees at the expense of the budget of the city of Tver for investment projects implemented in the city of Tver;
9. The establishment of the procedure for assigning names to streets, squares, other objects of road infrastructure, stopping points of public urban transport and other parts of the urban district;
10. determination of the installation order of monuments, monuments and memorials in the territory of the city of Tver;
11. approval of the rules for the use of public water bodies located in the city of Tver for personal and domestic needs;
12. approval of the structure of the administration of the city of Tver on the proposal of the Head of the administration of the city of Tver;
13. Coordination of candidacies for the posts of First Deputy, Deputy Heads of the Tver City Administration, Head of the Property and Land Management Department, Head of the Financial Department of the Tver City Administration;
14. making decisions on appeals to the judiciary on behalf of the Tver City Duma;
15. election and dismissal of the deputy chairman of the Tver City Duma;
16. the formation and abolition of permanent and temporary commissions of the Tver City Duma;
17. hearing reports of the Head of the city of Tver on his activities, the Head of the city administration on his activities, on the activities of the administration of the city of Tver, officials of the administration of the city of Tver;
18. determination of the size and conditions of remuneration of deputies of the Tver City Duma, exercising their powers on an ongoing basis, municipal employees of the city of Tver;
19. The establishment of the procedure for the implementation of municipal land control;
20. Establishment of limit (maximum and minimum) sizes of land plots provided to citizens in the ownership of lands in state or municipal ownership for personal subsidiary farming and individual housing construction;
21. Establishing the maximum sizes of land plots provided to citizens free of charge for conducting peasant (farm) farming, horticulture, gardening, livestock raising, suburban construction, personal subsidiary plots and individual construction from lands owned by the municipality;
22. The appointment of elections of deputies of the Tver City Duma, local referenda, the appointment of a vote on the recall of a deputy of the Tver City Duma;
23. the formation of the election commission of the city of Tver, approval of its composition and regulations on it; 24. other powers determined by federal laws and the laws of the Tver region adopted in accordance with them, the Charter of the city.
