The European Commission on Human Rights is an institution that in the years 1955-1998 was engaged in the initial consideration of complaints by private individuals about a violation of the ECHR . After consideration by the commission, those complaints that it did not reject were referred either to the European Court of Human Rights or to the Committee of Ministers of the Council of Europe.
