Background
The intensification of Wahhabis in neighboring Dagestan split Ichkeria into moderates ( Aslan Maskhadov ), who pursued a policy of non-interference in the affairs of Russian Dagestan, and radicals ( Shamil Basaev ) who sought to "help brothers in faith."
1998 Events
- March 16 - an attempt to eliminate the Wahhabis of the Urus-Martan Jamaat ( Ramzan Akhmadov ) by Maskhadov’s formations. [one]
- April 25 - The Congress of Peoples of Ichkeria and Dagestan (KNID) was held in Grozny, and Shamil Basayev was elected chairman. [2]
- June 21 - A group of supporters of field commander Salman Raduyev , led by Colonel Vakha Jafarov, chief of staff of the Army Dzhokhar Dudayev (ADD), attempted to seize the television building in Grozny. During the clash, Jafarov himself, the head of the National Security Service of Ichkeria, Lechi Khultigov, and two militants died.
- June 22 - Maskhadov introduces a state of emergency in Chechnya.
- July 13 - unrest in Gudermes . A Shariah guard patrol smashed a stall selling alcohol , but locals staged a fight during which several Wahhabis were killed. Additional forces of the Shariah Guard Abdul-Malik Mezhidov and the Islamic Special Forces Arbi Barayev were sent to the city. However, they were attacked by fighters of the Yamadayev National Guard . [3]
- July 20 - Maskhadov, by his decree, announced the dissolution of the Shariah Guard and the Islamic Special Purpose Regiment.
- July 25 - A congress of Muslims of the Caucasus was held in Grozny. It was attended by delegates from Dagestan and Ingushetia. The resolution of the congress spoke of the need to ban Wahhabism in the region.
- September 23 - Shamil Basayev and Salman Raduyev demanded the resignation of President Maskhadov, accusing him of usurping power, violating the Constitution and Sharia , as well as a pro-Russian foreign policy.
- October 1 - Maskhadov dismisses Basayev’s government.
- On November 8, a meeting between the president and field commanders led by Basayev took place in Grozny. Negotiations ended with the concession of Maskhadov.
Consequences
In August 1999, the radicals led by Shamil Basayev invaded Dagestan , which provoked the Second Chechen War , while the moderate ones (for example, the Kadyrovs and Yamadayevs) agreed with the Russian government, some (including President Maskhadov) took an intermediate position but ultimately sided with the Islamists.
