Ministry of Defense of the Transnistrian Moldavian Republic

The Ministry of Defense of the Pridnestrovskaia Moldavskaia Respublika - is the central body of executive power and military command, subordinate to which are the Armed Forces of the Pridnestrovskaia Moldavskaia Respublika . The Minister reports directly to the President of the PMR on issues related to the constitutional powers of the President. The Ministry of Defense of the PMR is headed by the Minister , who is appointed and dismissed by the President of Transnistria in the manner prescribed by law.

Key Tasks

The main tasks of the Ministry of Defense of Transnistria are:

  1. participation in the implementation of state policy on defense and military development, coordination of the activities of state bodies and local self-government bodies from the preparation of the state for defense;
  2. participation in the analysis of the military-political situation, determination of the level of military threat to the national security of the PMR;
  3. ensuring the functioning, combat and mobilization readiness, combat effectiveness and preparation of the Armed Forces for the fulfillment of the functions and tasks assigned to them;
  4. implementation of the state military personnel policy, measures to implement the socio-economic and legal guarantees of servicemen, members of their families and employees of the Armed Forces;
  5. the development of military education and science, the strengthening of discipline, the rule of law and the training of personnel;
  6. interaction with state bodies, public organizations and citizens, international cooperation;
  7. monitoring compliance with the law in the Armed Forces, creating conditions for democratic civilian control over the Armed Forces.

History of the Armed Forces of the PMR

The Pridnestrovian Moldavian Republic was created as a peaceful state , and at first the issue of the formation of the armed forces was not raised. However, from the first days of its existence, the republic was forced to confront external aggression. On November 2, 1990, two months after the proclamation of the republic, the first blood was shed in Transnistria - against the unarmed population of Dubossar, the armed groups of the OPON of Moldova used weapons. The leadership and the nationalist Popular Front of Moldova constantly called for the use of force against Transnistria. In this situation, the people of the republic began to take measures to protect themselves - working detachments of police assistance (ROSM), self-defense workers' squads and other formations were created. [1] On September 6, 1991 , a year after the establishment of the PMR, the Supreme Council , on the basis of the prevailing situation, adopted the Resolution “On measures to protect the sovereignty and independence of the republic,” which determined the creation of the Republican Guard. From this moment, the systematic construction of the Armed Forces of the republic began.

On September 3, 1992, the Supreme Council approved the Concept for the Construction and Development of the Armed Forces of the Transnistrian Moldavian Republic. By the end of 1992, the first stage of the construction of the Armed Forces was completed - all the main structures within the Ministry of Defense were formed, all formations, units and subunits were formed in the new organizational and staff structure, plans for combat and mobilization readiness were developed, and combat training was planned for 1993. Since January 1993, the Armed Forces began planned combat, operational-tactical and mobilization training. On March 14, 1993, all personnel of the Armed Forces were sworn in the PMR.

For servicemen of the Ministry of Defense of the PMR, a holiday is set on September 6 - the day of the Armed Forces, which applies to all Armed Forces of the PMR. But at the same time, on the basis of the Decrees of the Supreme Council of the former USSR , professional holidays were established for various types and types of troops (day of the artilleryman, tanker, etc.), which cover all types and types of troops of the PMR armed forces. According to the Constitution of the PMR, the President of the Transnistrian Moldavian Republic is the Commander-in-Chief of the Armed Forces of the Transdniestrian Moldavian Republic and, by virtue of this, independently or in agreement with the Supreme Council, takes any legal measures aimed at strengthening the defense of the Republic.
