Elections in the regions of Russia (2011)

In 2011, a total of 39 constituent entities of the Russian Federation held legislative elections. In 12 of them, the elections were held on March 13, and another 27 took place on December 4, the same day as the Duma elections .

March 13th

On the single voting day on March 13, 2011, legislative elections were held for 12 constituent entities of the Russian Federation:

  • Republic of Adygea - State Council-Hase of the Republic of Adygea
  • Republic of Dagestan - National Assembly of the Republic of Dagestan
  • Komi Republic - State Council of the Komi Republic
  • Kaliningrad Region - Kaliningrad Regional Duma
  • Kirov Region - Legislative Assembly of the Kirov Region
  • Kursk Region - Kursk Regional Duma
  • Nizhny Novgorod Region - Legislative Assembly of the Nizhny Novgorod Region
  • Orenburg Region - Legislative Assembly of the Orenburg Region
  • Tambov Region - Tambov Regional Duma
  • Tver Oblast - Legislative Assembly of the Tver Oblast
  • Chukotka Autonomous Okrug - Duma of the Chukotka Autonomous Okrug
  • Khanty-Mansiysk Autonomous Okrug - Duma of the Khanty-Mansiysk Autonomous Okrug - Ugra

The ruling party, United Russia , gained a majority in all regional parliaments where elections were held following the election results. United Russia got the best final result in the Tambov region (84%) and the Komi Republic (83%), the worst - in the Kirov region (51%).

Republic of Adygea

27 deputies were elected in single-mandate constituencies according to the majority system and 27 deputies - in a single constituency according to party proportional lists. The majority of the seats were taken by the United Russia party, which received 41 seats out of 54.

Komi Republic

30 deputies of the State Council of the Republic were elected: 15 - in single-mandate constituencies and 15 - in a single constituency according to party lists. The majority of the seats were taken by the United Russia party, which received 25 mandates from 30.

Kaliningrad Region

Forty deputies were elected: 20 in single-member constituencies and 20 in a single constituency by party lists. Most of the seats were taken by the United Russia party, which received 24 out of 40 mandates.

A total of 53 mandates are distributed: 26 in single-mandate constituencies and 27 in a single list of candidates in proportion to the number of votes cast for the party. The mandate from the Sloboda single-mandate constituency remained unchallenged due to the lack of a sufficient number of candidates. By-elections in the district are scheduled for October 2011.

Kursk Region

45 deputies of the Regional Duma were elected: 22 - in single-mandate constituencies and 23 deputies - in a single constituency according to party lists. The majority of the seats were taken by the United Russia party, which received 33 seats out of 45.

Khanty-Mansi Autonomous Area - Ugra

35 deputies of the Duma were elected. Of these, 14 were elected in single-mandate constituencies, 18 - on party lists, 3 (representing the interests of small peoples of the north) - in a single multi-mandate constituency. Only parliamentary parties took part in the elections ("United Russia", the Communist Party, the Liberal Democratic Party, and "Fair Russia").
