Education

In 1964 he graduated from the eight-year school number 1 ( Primorsko-Akhtarsk ). In 1967 he entered the Petropavlovsk-Kamchatka Naval College, which he graduated in March 1972 .

Environmental Activities

For many years, Alexander Biryukov has been working to protect the nature of the Akhtar-Grivensky estuary system, which is under the protection of the Ramsar Convention . In the framework of this activity, he is fighting the project of a cargo port that they want to build on the shore of the Akhtarsky estuary in the southern part of the city ​​of Primorsko-Akhtarsk [3] [4] . He actively opposed the port project at the stage of public hearings in 2008 [5] [6] [7] . Being the chairman of the Council of Deputies of the Primorsko – Akhtarsky District, he appealed to various authorities with a proposal to reject the idea of ​​building a port in the Akhtarsky estuary [8] , and played a key role in the fact that the implementation of this environmentally hazardous project in 2009 was frozen. He takes part in the organization and conduct of public actions in environmental protection [9] .

In 2011, he joined the Ecological Watch for the North Caucasus and was elected a member of the Organization’s Council at its conference [10] .

Political participation

In 1990, since the founding of the Democratic Party of Russia [11] , he became a member. Since 1994 - Member of the Democratic Choice of Russia Party . In 2001, when the Democratic Choice of Russia joined the Union of Right Forces (SPS) party, he became a member of this party. In 2007, he was nominated as a candidate for the election of deputies of the State Duma of the Russian Federation from the Union of Right Forces party , [12] however, he was not included in the final list of candidates from the SPS [13] . In connection with the conflict between the political council of the Krasnodar regional branch of the SPS and the party’s federal leadership, which decided on the lists of candidates from the SPS in the election of deputies of the State Duma of the Russian Federation without taking into account the opinion of the political council of the regional branch of the party [14] , in the autumn of 2007, he left the SPS party .

Since August 2011 - member of the YABLOKO party [15] , chairman of the local branch of this party in the Primorsko-Akhtarsky District. In 2011, he was nominated as a candidate for deputy of the State Duma of the Russian Federation from the Yabloko party . [16] In February 2014, in connection with the dispersal of the Krasnodar regional branch of the Yabloko party, he quit the party along with 156 other civic activists of the Krasnodar Territory [17] .

Anti-corruption, criticism of the current government

Alexander Biryukov is known in connection with his fight against corruption and abuse by government officials in the Primorsko-Akhtarsky district of the Krasnodar Territory. [18] In 2010, he opposed a corruption project to sell the private electric power system of Primorsko-Akhtarsk. [19] He opposes various projects on the part of the authorities of the Primorsko-Akhtarsky district and the city of Primorsko-Akhtarsk, which infringe on the rights and interests of residents. As a result of the beating, he received multiple injuries, a concussion and was hospitalized [24] [25] . According to the residents of the city, representatives of the power structures of the Primorsko-Akhtarsky district are behind this crime [26] . Law enforcement agencies did not find the persons who committed the attack on Biryukov.

Biryukov often criticizes the activities of state authorities in the Primorsko-Akhtarsky district for failing to fulfill their duties and brought the region to an economic crisis [27] . He criticizes the activities of the political party "United Russia". [28] .

In the spring of 2010, he was one of the first to sign the appeal of the Russian opposition “ Putin must leave .”
