The Federal State Information System for Territorial Planning (FSIS TP [1] ) is an information-analytical system that provides access to information contained in state information resources , state and municipal information systems, including information systems for ensuring urban planning activities (ISOGD), and necessary to ensure the activities of public authorities and local authorities in the field of territorial planning (Art. 57.1 Grado Construction Code of the Russian Federation ).
Content
History
December 24, 2004 - the Town Planning Code of the Russian Federation was adopted, which established the need for local authorities to maintain information systems for supporting urban planning activities (ISOGD );
September 13, 2010 - on the website of the Ministry of Regional Development of the Russian Federation the Draft Order of the Government of the Russian Federation on the Plan of Priority Measures on Territorial Planning was posted, in which the Ministry indicated the need to create by July 1, 2011 a federal state geographical information system for territorial planning;
February 21, 2011 - the Ministry of Regional Development announced an open tender for the implementation of measures aimed at creating the first stage of the FSIS TP;
March 20, 2011 - Federal Law No. 41-ФЗ introduced Article 57.1 on the Federal State Information System for Territorial Planning (FSIS TP) into the Town Planning Code of the Russian Federation ;
April 14, 2011 - the Unified Competition Commission of the Ministry of Regional Development of Russia determined the winner of the open competition for the right to create the Federal State Property Fund TP [1]
August 2, 2011 - Public professional examination of the FSIS TP Project [2] ;
September 2, 2011 - The FSIS TP (previously existing hyperlink) was posted on the website of the Ministry of Regional Development .
since 2015 - The Federal State Property Fund on TPI has been posted on the Ministry of Economic Development website.
from October 1, 2017 - The FSIS CA is posted on the website of the Ministry of Construction . The issue of integration of the FSIS TP and FSIS TS remains relevant .
Objectives of the FSIS TP
The goals of the FSIS TP are to provide information support for the adoption of decisions by state authorities and local self-government in the field of urban development , optimization of the procedure for coordination of territorial planning documents at the federal, regional and municipal levels, as well as the publicity of urban planning decisions and the transparency of territorial development management processes.
Contents of the FSIS TP
According to Art. 57.1 of the Town Planning Code of the Russian Federation FSIS TP contains the following information necessary for the preparation of territorial planning documents:
1) strategies (programs) for the development of individual sectors of the economy, priority national projects , interstate programs, programs for the socio-economic development of constituent entities of the Russian Federation , plans and programs for the comprehensive socio-economic development of municipalities, programs adopted in the established manner and implemented at the expense of the federal budget , budgets of constituent entities of the Russian Federation , local budgets, decisions of state authorities , local authorities, other main managers means of relevant budgets providing for the creation of objects of federal significance, objects of regional significance, objects of local significance;
2) draft territorial planning documents and materials on the justification of such projects;
3) territorial planning documents ;
4) land use and development rules ;
5) digital topographic maps that do not contain information classified as a state secret ;
6) information:
a) on the borders of the constituent entities of the Russian Federation , municipalities , settlements;
b) on the placement of objects of federal significance, objects of regional significance, objects of local significance;
c) on zones with special conditions for the use of territories;
d) on the territories of objects of cultural heritage;
e) on specially protected natural territories;
f) on territories at risk of natural and man-made emergencies ;
g) on special economic zones;
h) on the results of engineering surveys ;
i) about deposits and manifestations of minerals ;
7) other information about the condition, use, restrictions on the use of territories.
Access to the FSIS TP
Access of state authorities , local governments , individuals and legal entities to the information of the FSIS TP is carried out through the official website on the Internet. If the necessary information is located in other state or municipal information systems , then the authorities conducting these systems must ensure access to it through the Federal State Property Fund. Access to information posted on the official website is free of charge.
Regional Information Systems for Planning
The organizational structure proposed by the developers of the FSIS TP is as follows:
- Information system of territorial planning of the Russian Federation;
- The information system of territorial planning of the subject of the Russian Federation;
- Information systems to ensure urban development of municipalities (ISOGD) .
However, neither the Town Planning Code of the Russian Federation (Article 7) nor the Federal Law of October 6, 1999 No. 184-ФЗ “On the General Principles of Organization of Legislative (Representative) and Executive Bodies of State Power of the Subjects of the Russian Federation” empower the subject of the Russian Federation to form and maintaining a regional information system for spatial planning [3] . In the absence of these powers, the formation of a single information resource at the level of a region or the Russian Federation is impossible [4] .
At the same time, in a number of regions ( Moscow Region , Tyumen Region [5] , Kaluga Region , Yaroslavl Region , Kaliningrad Region ) two-level systems are being created based on the integration of the information system of the state authority of the constituent entity of the Russian Federation and automated municipal waste management systems.
The issue of integration of ISOGD into the FSIS remains relevant [6] .
