Dmitry Vladimirovich Shumkov ( January 23, 1972 , Sarapul - December 4, 2015 , Moscow [1] ) is a Russian lawyer, investor and philanthropist. The owner of the Olympic sports complex in Moscow since 2014 [2] [3] Laureate of the highest legal award of the Russian Federation “ Lawyer of the Year ” (2012) [3] [4] [5] [6] . He was one of the top 10 lawyers in Russia according to the Russian Reporter magazine. [7] .

Biography
He graduated from the law faculty of Udmurt State University . In the 1990s, he worked in Udmurtia in the bodies of the Prosecutor's Office of the Russian Federation. After leaving the civil service, he founded the legal company Pravokom, which, having teamed up with the company Yurakademia: Kutafin and Partners, was transformed into the Legal Group, in which Shumkov became chairman of the committee of partners. She was the first Russian law company to receive the right to support international transactions of the Government of the Russian Federation, including legal advice on: placement of government securities of the Russian Federation on the Russian and international capital markets; interactions of the Ministry of Finance of Russia with international rating agencies; provision of state export and financial loans to foreign borrowers; settlement of debt claims of the Government of the Russian Federation to foreign borrowing states; management of sovereign funds of the Russian Federation. In 2006, together with academician of the Russian Academy of Sciences Oleg Kutafin, he initiated the creation of centers for the provision of free legal aid for low-income citizens. As of June 1, 2015, more than 756 permanent centers were created in Russia, in which over 400,000 people received qualified legal support free of charge from 2011 to 2015.
As part of this project, Shumkov, through his Charity Fund, financed the construction and equipping of two inter-university Situational Centers for Legal Initiatives - at MV Lomonosov Moscow State University and O. Kutafin Moscow State Law Academy . The Dmitry Shumkov Charity Fund also funded the St. Petersburg State University legal clinic with modern equipment.
Since 2012, Shumkov has been Chairman of the Council of the Center for Legal Initiatives (CPI).
Shumkov was the initiator of the project of opening centers for the study of Russian law abroad. Since the early 2000s, he invested in development projects.
Dmitry Shumkov died on December 4, 2015 in Moscow [1] . According to preliminary findings of the investigation, death occurred as a result of suicide by hanging. The corpse was discovered by a security guard in the dressing room of a businessman’s private apartment in the Federation Tower in Moscow City , presumably 5 hours after his death resulting from asphyxiation (he was found hanging from ties ). On December 5, 2015, the IC of the Russian Federation announced a preliminary investigation in the case [10] .

Since 2012, Dmitry Shumkov headed the Center for Legal Initiatives (CPI). The Center was established in accordance with the Order of the President of the Russian Federation dated July 17, 2012 No. Pr-1796 on the basis of leading legal scientific and educational institutions of the Russian Federation: the Law Faculty of Moscow State University named after MV Lomonosov ( Moscow State University ), the Law Faculty of St. Petersburg State University ( St. Petersburg State University ), Moscow State Law University named after O. E. Kutafin (Moscow State Law University), Ural State Law Academy ( USLA ). On December 3, 2013, Russian President Vladimir Putin met with Dmitry Shumkov, Chairman of the Center for Legal Initiatives, and members of the Center’s Council, heads of key Russian law schools and faculties. Dmitry Shumkov presented the results of the CPI's work on collecting and summarizing proposals for the draft new version of the Civil Code of the Russian Federation and informed the head of state about plans to create educational centers of Russian law abroad. Since the early 2000s, Dmitry Shumkov has invested in development projects. He was an investor in a large-scale project for the reconstruction of a number of buildings in Kitaygorodsky passage and on Varvarka street, which is an important part of the construction of the Zaryadye park. In particular, he acquired a number of buildings in Kitaygorodsky passage, directly adjacent to the Zaryadye park, being built on the site of the demolished Rossiya hotel. In 2014, the investor bought from the Moscow Government a complex of buildings at 14 Varvarka, buildings 1 and 2, also in the immediate vicinity of the future park. In 2015, all winners of the Russian Greco-Roman, freestyle and women's wrestling teams at the first European Games in Baku received cash prizes from the Dmitry Shumkov Foundation.
