The G-20 summit in Cannes in 2011 is the sixth meeting of the heads of state and government of the G-20 countries, dedicated to preventing the threat of a new round of the global economic crisis [1] , the ongoing global financial crisis of 2008–2011 . Held from 3 to 4 November 2011 in Cannes , France . One of the main topics of the summit was the toughening of control over banks [2] .
The main issues of the summit also included the introduction of a tax on international banking transactions, or the so-called “ Tobin tax ” (in honor of Nobel laureate James Tobin , who first proposed introducing a levy on international banking transactions to support developing countries) [3] .

The situation before the summit
On November 2, 2011, on the eve of the G20 summit, European leaders began work in Cannes with solving the problems of the Eurozone [4] . The need for this meeting arose after the Greek government, as a result of nationwide strikes and protests that swept the country, spoke in favor of holding a referendum on a loan agreement with the European Union [5] , which was agreed on October 26, 2011 at the European Summit in Brussels and provides for measures to save Greece from defaulting on austerity [6] . And according to some analysts, the political indecision of the Greek government will lead to the fact that Greece will have to leave the Eurozone , and this in turn "can drown the whole of Europe" [7] .
