Biography
Born on January 18, 1955 in the village of Verkh-Suetka Blagoveshchensky (now Suetsky ) district of the Altai Territory .
In 1978 he graduated from the medical faculty of the Altai State Medical Institute (now Altai State Medical University in Barnaul ), specializing in medical doctor .
In 1978-1980 studied in clinical residency at the Department of Forensic Medicine with a degree in forensic medical examination , having received the primary specialty of a doctor - a forensic medical expert .
In 1981, he defended his thesis for the degree of candidate of medical sciences , and in 1992, according to the results of public defense of his doctoral dissertation, the Presidium of the Higher Attestation Commission (HAC) of the Ministry of Education and Science of the Russian Federation awarded him the degree of Doctor of Medical Sciences and the title of professor in specialties forensic medicine .
From 1980 to 2003, while teaching, V. A. Klevno went from assistant , associate professor to professor of the Department of Forensic Medicine, Altai State Medical University . He successfully combined scientific and pedagogical work with practical expert activity in the Altai Territory Bureau of Forensic Medical Examination .
From 2003, Deputy Director for Research, and from 2004 to 2009. - Director of the Federal State Institution Russian Center for Forensic Medical Examination of the Ministry of Health and Social Development of Russia. In 2009, an additional postgraduate professional retraining took place in the specialty “Organization of Health Care and Public Health” at the National Research Institute of Public Health, Economics, Management and Law of the Sechenov State Medical Institute of Higher Professional Education (now Sechenov First Moscow State Medical University) Ministry of Health and Social Development of Russia), having received an additional major specialty “head of a healthcare institution”.

V. A. Klevno is a scientist and organizer of forensic science and expert activity, who has made a personal contribution to the development of domestic forensic medicine. His PhD thesis in forensic medicine “Expert criteria for the type and sequence of injuries of the chest with blunt objects” (Moscow, 1981) was awarded the diploma of the country's professional society as the best research work of the year, and his doctor’s “Comprehensive forensic assessment of multiple chest fractures in injury with hard, blunt objects ”(St. Petersburg, 1992) - recognized by the Higher Attestation Commission of the Ministry of Education of Russia as the best work among the biomedical and pharmaceutical works of 1992. Co-author of over 300 publications, 18 monographs and books, 9 inventions, 10 rationalization proposals, editor of 17 scientific collections, 16 new and improved medical technologies used in the production of forensic medical examinations.

Expert work
With the participation of V.A. Klevno, forensic medical examinations are carried out, including on premeditated murders, on cases involving the prosecution of medical workers, which require identification of unidentified bodies in emergency situations with numerous casualties.
Under his direct supervision, a team of forensic experts of the Federal State Institution “Russian Center for Forensic Medical Examination” of the Ministry of Health and Social Development of Russia for the production of forensic medical examinations of those killed and injured in a terrorist act in the city of Beslan (North Ossetia-Alania September 1-3, 2004), worked the Georgian-South Ossetian conflict (South Ossetia, 2008), as well as in the aftermath of the crash in Irkutsk (2006), near Donetsk (2006), in Perm (2008), major accidents with numerous casualties, Russia FIR citizens in Israel (2008), Egypt (2008), Vietnam (2009), as well as the Russian Federation (the town of Petushki in Vladimir Region, 2009). Professor V. A. Klevno carries out work on the scientific and methodological support of forensic activities in the Russian Federation.
With his participation, two federal laws were developed: “On State Genomic Registration in the Russian Federation” and “On Amending Article 52 of the Fundamentals of the Legislation of the Russian Federation on the Protection of Citizens' Health”. In development of the latter, a resolution was adopted by the Government of the Russian Federation on the approval of the Rules for determining the severity of harm caused to human health and the Order of the Ministry of Health and Social Development of Russia on the approval of the Medical Criteria for determining the severity of harm caused to human health No. 194n and the Table of percent of permanent loss of general disability as a result of various injuries. In order to ensure a unified scientific and methodological approach to the production of forensic medical examinations and improve their quality, a team of authors, under the guidance of Professor V.
