History

Neither the city of Kharkov, nor the Zemstvo agreed to recognize the Osnovyansky Bridge as their territory [3] . On December 9, 1906, the Provincial Zemstvo Assembly decided to exclude the Osnovyansky Bridge and the dam across the Lopan River from the number of road structures in the Kharkiv province. In accordance with this decree, the bridge was installed on the account of the city government. On May 2, 1908, the Kharkov Duma again refused to accept a bridge from the Zemstvo, insisting on its belonging to the Zemstvo, which was confirmed by the Duma on October 29, 1910 [4] .

In 1909, the press again raised the question of the debate of the city and the zemstvo around the Osnovyansky bridge. It was noted that on adjacent pavements and on the bridge itself "knee-deep dirt and nobody positively cares . " The governor resolved the disputes by taking the bridge to the city and obliging the city government to fix and clean the bridge. The adjacent pavements were distributed between the city (from Moskalevka ) and the zemstvo (from Osnovy) [3] [5] .

The issue of "repairing" the bridge remained unresolved. The government announced its refusal to carry out any work without the provision of appropriate loans. In 1911, the bridge was still in poor condition [3] [6] [7] .

As before, holes "flaunted" on the bridge ...
