As Secretary of State for the U.S. Army, he came into conflict with Senator Joseph McCarthy , which ultimately led to the Army-McCarthy hearings in 1954. In the fall of 1953, McCarthy began investigating the activities of the U.S. Army’s communications facilities in Fort Monmouth. The senator, without any evidence, conducted an aggressive interrogation and humiliating servicemen, allegedly trying to expose the "dangerous spy." He then decided to investigate the case of military dentist Irving Peres, who chose not to answer his questions in the loyalty questionnaire.

Stevens was criticized by the media for his lack of support for his subordinates. Ultimately, in an effort to achieve his friend Gerard Schein's officer rank, McCarthy's main ally Roy Coyne was refused. Then the enraged Cohn directed all efforts to “destroy the army”. These words became known. A scandal erupted. Cohn and Senator McCarthy were formally charged with using their official position for personal gain. In response, the Army-McCarthy investigation began. During the hearing, Stevens was personally interrogated by McCarthy for several days. It is the public hearings against the US Army, which were broadcast live on television, and during which the unworthy methods that the senator used became apparent to the public, that are considered the turning point in the fall of McCarthy.
