Biography

Born on February 24, 1920 in the village of Lesnoy Konobeevo of the Shatsk district of the Tambov province [1] in a peasant family. Russian . In 1939 he graduated from Konobeevsky secondary school, then monthly courses at the Ryazan Pedagogical Institute for the preparation of teachers for part-time secondary schools. He worked as a teacher Novosoinsky seven-year school.

In 1939 he was drafted into the Red Army by the Shatsky District Military Commissariat. He graduated from the regimental school, served as commander of the intelligence department. He participated in a campaign in Northern Bukovina and Bessarabia . In June 1941 he was sent to the 2nd Kiev Artillery School, but he did not become an officer then.

In the battles of World War II from November 1941, in 1942 he graduated from the course of junior lieutenants. He fought on the North-Western , Kalinin , 3 rd Byelorussian fronts. Member of the CPSU (b) since 1942. By the summer of 1944, Guards Senior Lieutenant Balandin was the commander of the battery of the 30th Guards Artillery Regiment of the 11th Guards Rifle Division. Especially distinguished himself in battles during the crossing of the Neman River .

On July 14, 1944, the guard, Senior Lieutenant Balandin, with his battery, pursuing a retreating enemy, went to the east bank of the Neman River, where his battery immediately occupied the battle formation to support the crossings of rifle regiments across the river. With the first groups of infantry, risking their lives, Balandin with a radio station crossed over to the West Bank with improvised means and corrected the fire of the whole division, destroying the enemy emplacements and live strength. Thanks to a skillful and accurate adjustment, all enemy counterattacks were repulsed with heavy losses for him. Only during July 14–15, 1944, the battalion’s fire repelled 8 fierce counterattacks of large enemy infantry forces supported by self-propelled guns and tanks, and eight machine-gun dots were destroyed, two self-propelled guns were destroyed, one armored carrier was killed and over eighty soldiers and officers were wounded the enemy was thus secured by the firm consolidation of rifle subunits on the west bank of the Neman River.

Decree of the Presidium of the Supreme Soviet of the USSR dated March 24, 1945 for courage, bravery and heroism shown in the struggle against the German invaders, Guards Senior Lieutenant Vasily Maksimovich Balandin was awarded the title Hero of the Soviet Union with the award of the Order of Lenin and the Gold Star medal (No. 4211).

Since August 1946, Major Balandin - in stock. He returned to his homeland and worked in the Konobeevsky district executive committee as head of the general department, head of the road department, was elected deputy, and from 1952 - chairman of the district executive committee. He graduated from the Moscow Higher Party School at the Central Committee of the CPSU. In 1958 he was elected chairman of the Tumsky District Executive Committee.

From 1961, until retirement in 1987, he worked as head of the Shatsk Rayfin Department. He was elected a deputy of the regional, district Councils of People's Deputies. He spent a lot of work on the military-patriotic education of youth.

He lived in the city of Shatsk, Ryazan region . He died on November 10, 1988.
