On October 20, 1938, by a decree of the Presidium of the Supreme Soviet of the USSR, the Far Eastern Territory was divided into Khabarovsk and Primorsky Territories. At the same time, the Organizing Committee of the Presidium of the Supreme Soviet of the RSFSR for the Primorsky Territory was established , which became the temporary supreme body of executive power in the region and existed until January 1940.
