Otomar Petrovich Oshkaln ( Latvian. Biography
Born in the estate of Kaivesmuizha Skujensky parish, in the family of a farmhand [1] .
He graduated from the Tsesnensky real school, later studied at the Berzai Teacher's Seminary [1] .
Since 1921 - member of the Communist Youth Union of Latvia [2] .
In 1925 he graduated from the Riga Teachers' Institute, worked as a teacher [2] .
In 1934, he was arrested for political activities and sentenced to imprisonment [1] .
In 1939 he joined the Latvian Communist Party [2] .
In July 1940, he was elected to the National Seimas ; later, in the years 1940-1941, the second secretary of the Jekabpils County Committee of the CP (B) of Latvia [2] .
In the initial period of the Great Patriotic War, he participated in defensive battles in the Baltic States , was surrounded and left the front line for more than a month.
In March 1942 he graduated from short-term courses of middle commanders in Valdai [1] , from April 30, 1942 - Commissar of the Latvian Soviet Partisan Detachment "For Soviet Latvia" ("Par Padomju Latviju"), acting as part of the 2nd Leningrad Partisan Brigade. Later - the commander of the 3rd Latvian partisan brigade. Member of the Operational Group of the Central Committee of the CP (B) of Latvia.
In 1944 - 1st Secretary of the Riga District Committee of the Communist Party (Bolsheviks) of Latvia, later - deputy of the Supreme Soviet of the Latvian SSR of the 2nd convocation [2] .
After the end of World War II - on economic work [3] .

- The Hero of the Soviet Union (June 28, 1945) - “for the exemplary performance of command assignments in the fight against the German fascist invaders in the enemy's rear area and for showing courage and heroism” [4] ;

- He was buried in the Rainis cemetery in Riga.
- The bronze bust of Otomara Oshkalna was installed in the city of Jekabpils [6] .
- The streets in the town of Gulbene , the village of Lubana, Madona District of the Latvian SSR and the village of Skriveri of the Stuchkinsky District of the Latvian SSR were named after Otomar Oshkaln [6] .
- Memorial plaques were installed in the cities of Tukums and Jekabpils [6] .
- In honor of Otomara Oshkalna , the railway station Oshkalny of the Baltic Railway was named [7] .
- The ship, the refrigerator of the Latvian Shipping Company MMF USSR, was named after Otomara Oshkalna. [eight]
