Biography
Andrei Bocharov was born in Barnaul on October 14, 1969 . In childhood, he moved to the Starodubsky district of the Bryansk region with his family, graduating from high school there. [3] . In 1987 he graduated from the Moscow Suvorov Military School and entered the Ryazan Higher Airborne Command School .
Military Service
In 1991, Bocharov graduated from the Ryazan Higher Airborne Command School , after which he served in the airborne forces from the platoon commander to the commander of the paratrooper battalion, and was a senior officer in the headquarters of the military unit. He served in the 104th Guards Airborne Division (Kirovobad, since 1993 the regiment was relocated to Ulyanovsk ).
First Chechen War and Hero of Russia title
Andrei Bocharov participated in the first Chechen campaign . In March 1995, he led the reconnaissance in the direction of Grozny - Argun - Gudermes , during which he captured together with his company a militant defense unit at a dominant height in the vicinity of the village of Komsomolsky, where up to 40 militants were located. During the capture of the height of 16 people from Bocharov’s reconnaissance, 16 militants were killed and three were captured. Attempts by the militants to recapture the heights were reflected with significant damage to the attackers. In the course of repelling the last attack, Bocharov called on artillery fire. As a result of the clash, Bocharov’s reconnaissance group didn’t have any dead or wounded, and the altitude held by them became a springboard for the further offensive of the Russian troops [4] . On July 20, 1996, by Decree of the President of the Russian Federation No. 1064, Bocharov was awarded the title of Hero of the Russian Federation for his courage and heroism.
Political Activities
Since December 1998 - Chairman of the Council of the Union of Heroes of Russia.
On February 7, 2004, he was registered as an authorized person [5] of the candidate for the position of President of the Russian Federation Sergey Mikhailovich Mironov .
Since January 2005 - Deputy Governor of the Bryansk Region - Permanent Representative of the Administration of the Bryansk Region to the Government of the Russian Federation.
2007 - 2012 - Member of the State Duma of the Russian Federation of the V and VI convocation. Member of the United Russia faction, Deputy Chairman of the State Duma Committee on Veterans Affairs.
From October 2012 to August 2013, he was the Chief Federal Inspector in the Bryansk Region.
Since August 2013 - Head of the Executive Committee of the Federal Headquarters of the ONF.
Acting Governor of the Volgograd Region
On April 2, 2014, by the Decree of the President of Russia, he was appointed Acting Governor of the Volgograd Region [6] .
According to the results of the single voting day on September 14, 2014, he gained 88.49% of the vote. He took office on September 24, 2014 .
Governor of the Volgograd Region
In 2014, during a meeting with the head of the Investigative Committee of the Russian Federation for the Volgograd Region, Andrei Bocharov stated that the fight against corruption should be carried out independently of posts and party regalia, while hinting that “even more severe shocks and loud disclosures await us” [ 7] . As a result, a number of large officials [8] [9] , members of the “team” of the previous governor, as well as Bocharov’s supporter, the head of the Gorodishchensky district Alexander Tarasov [10] [11] , were prosecuted. Experts say that Bocharov was involved in the criminal prosecution of his failed rival from the opposition in the election of the governor - State Duma deputy from the Communist Party , Nikolai Parshin [12] .
The name of Andrei Bocharov is openly associated with the scandalous criminal libel case against the Volgograd political blogger Andrei Devyatkin [13] [14] [15] [16] [17] [18] [19] [20] [21] , as well as with the premises Devyatkin in a psychiatric hospital [22] [23] . Moreover, officially Bocharov does not appear in the case [24] . According to the well-known Volgograd ONF activist, Edgar Petrosyan, “Andrei Bocharov is perceived as a person who began his career by pressing a blogger” [25] .
Despite Bocharov’s election assurances about raising federal funds for the revival of Khimprom VOAO [26] , 2 months after the election, his immediate liquidation and reduction of employees followed [27] [28] [29] [30] [31] .
During the 2014 election campaign, Bocharov promised to provide the Volgograd Tractor Plant with orders of 100 billion rubles [32] [33] [34] [35] [36] , but instead of orders in 2017, the Volgograd administration demanded bankruptcy of the enterprise [37] so that let the territory under development [38] .
Bocharov proposed transferring the Volgograd Drilling Equipment Plant to state ownership [39] , then he promised the company a large order [40] , and eventually the company went bankrupt [41] [42] [43] .
Criticism
Andrei Bocharov in the status of a deputy of the State Duma sent deputy requests in the interests of the son-in-law of the commander of the Airborne Forces of Russia, Vladimir Shamanov Alexei Khramushin (nicknamed Glyba) [44] [45] , which is on the international wanted list [46] [47] .
A number of media outlets accuse the governor of the fact that Andrei Bocharov, as governor of the Volgograd Region, does not publicly inform them of his vacation. So, in 2015, after several days of absence of the governor in the region’s news feed, Volgograd resident Kirill Kusmartsev turned to the program “ Wait for me ” [48] to search for the allegedly “missing” Bocharov Andrei Ivanovich, thus creating the myth of the missing governor [49] . The media, not greedy for sensations, however, promptly received the required comment in the press service of the governor’s apparatus [50] .
According to the popular Russian political telegram channel "Nezygar", Andrei Bocharov has problems with alcohol [51] .
