The initiative group also included Nicolae Glavan, Fedor Sabiy, Valery Yanioglo and Vladislav Rusu. The leader of the new political formation, Mikhail Formuzal, said that the goal of PfP is to rally Moldovan society, create conditions for economic development and increase people's well-being. In addition, the formation is in favor of conferring the status of the second state language on the Russian language, electing the president in a direct popular vote, preserving the neutrality of the Republic of Moldova and reintegrating the country through federalization.

2nd PfP Congress October 12, 2013

The congress called on territorial organizations to intensify campaigning and outreach with the population, to continue the release of the “Newspaper of the Regions”, and also to hold regional conferences until the end of spring 2014 in order to identify candidates for inclusion in the Party of Regions election list. During the congress, the party set itself the task of developing a strategy for participating in parliamentary elections, preserving and strengthening cooperation with other ideologically close parties and social movements in order to become part of the legislative forum in the course of future elections. In addition, congress delegates decided to formally establish the PfP Youth Organization.

The delegates unanimously re-elected Mikhail Formuzal as party chairman and elected new members to the PfP National Council. During the congress, an appeal was made to citizens of the Republic of Moldova calling for a total boycott of all current parliamentary parties in the next parliamentary elections.

According to the organizers, the congress was attended by 469 delegates who represented all areas of the country.
