Bortnik, Ivan Mikhailovich

Ivan Ivanovich Bortnik (born May 9, 1940 , Serpukhov , Moscow Region ) is a Russian scientist, member of the Supervisory Board of the Association of Innovative Regions of Russia [1] , professor of the Department of Innovation Management at HSE [2] .

Biography

In 1963 he graduated from the Moscow Power Engineering Institute with a degree in electrical engineering.

From 1962 to 1966 he worked as an engineer at the Moscow Power Engineering Institute .

From 1966 to 1987 he moved up the career ladder at the All-Union Energy Institute. Lenin: from the head of the laboratory and the head of the department, to the deputy director, and then the general director.

In 1981 he defended his doctorate, and received a doctorate in technical sciences.

From 1987 to 1988 - Deputy Chairman of the USSR State Committee for Science and Technology.

From 1988 to 1991 - First Deputy Chairman of the USSR State Committee for Science and Technology.

From 1991 to 1992 - First Deputy Chairman of the USSR State Committee for Science and Technology.

In the period from 1992 to 1993 he worked as Deputy Minister of Science, Higher School and Technical Policy of the Russian Federation.

In 1994, he made a proposal to the Government of the Russian Federation on the foundation of the Fund for the Promotion of the Development of Small Forms of Enterprises in the Scientific and Technical Field , and became its general director.

In 2001, became the Laureate of the Prize of the Government of the Russian Federation in the field of science and technology.

In 2008 , after the information appeared that when he was the first deputy chairman of the USSR SCST Ivan Bortnik personally contributed to the allocation of significant amounts from the state budget for the purchase by the Center for Intersectoral Scientific and Technical Programs (MENATEP) of Mikhail Khodorkovsky a large batch of IBM PC computers for the USSR SCST and the government countries [3] , Sergey Polyakov [4] [5] was appointed the General Director of the Fund for Assistance to the Development of Small Forms of Enterprises in the Scientific and Technical Field . Ivan Bortnik becomes Chairman of the Supervisory Board of the Fund [6] .

Since 2010, Executive Director of the Association of Innovative Regions of Russia.

In 2013, I. M. Bortnik for the series of works “Methodology and Technologies of University Training of Students for Innovation Activities” was awarded the Prize of the Government of the Russian Federation in the field of education [7] and awarded the title “Laureate of the Prize of the Government of the Russian Federation in the field of education”.

In September 2015, Bortnik asked to relieve himself from the post of chairman of the supervisory board of the Fund for the Promotion of the Development of Small Forms of Enterprises in the Scientific and Technical Field, explaining his desire by age. In April 2016, he was removed from this post by order of the President of Russia [8] .

In 2017, he was awarded the Order of Honor [9] .

Bibliography
