Biography

Born September 12, 1953 in the village of Kurgan , now Cherdynsky district of the Perm Territory , in a family of exiled settlers. Korean by nationality. Father is a military pilot, holder of the Order of the Red Banner Em Dune Wo, mother is a descendant of Volga Germans . He graduated from high school in 1971.

Military Service

Since 1971 - in the Armed Forces of the USSR . In 1975, he graduated from the Alma-Ata Higher Combined Arms Command School , after which, as an excellent athlete, he was assigned to the Airborne Troops . He served in the city of Osh .

In 1980-1982, he fought in the Democratic Republic of Afghanistan as part of a limited contingent of Soviet troops , where he served as chief of staff of the paratrooper battalion. He was awarded the Order for heroism in battles, although it was assumed that he would be presented with the title Hero of the Soviet Union .

After serving in Afghanistan, Em served in the Leningrad Military District (1985), then was sent to study at the Military Academy of M.V. Frunze , which he graduated in 1988. Appointed deputy commander of the 21st separate airborne assault brigade , after several years became its commander. He participated in the battles in Nagorno-Karabakh , South Ossetia , Abkhazia , took part in the Chechen war of 1994-1996 .

In 1998, the brigade was reduced, and from it was formed the 247th Airborne Assault Regiment of the 7th Guards Airborne Division . In the battles in Dagestan at a height called the “donkey’s ear”, Yuri Em led this regiment, with it he liberated villages of the Tandinsky district. Between October 1999 and January 2000, the 247th Air Assault Regiment was sent to Chechnya. Among the operations he conducted were the liberation of many settlements and the seizure of strategically important facilities, and the landing. Em carefully prepared for all operations. When attacking an ambush, the militants were shell-shocked, but did not leave the battlefield, continuing to direct the actions of the fighters until the end of the battle.

By decree of the President of the Russian Federation of May 6, 2000, for the courage and heroism shown during the counter-terrorist operation in the North Caucasus, Colonel Em Yuri Pavlovich was awarded the title Hero of the Russian Federation with the Golden Star medal .

Colonel Em Yuri remained to serve in the Russian Army . In 2000, he became the Deputy Chairman of the Government of the Chechen Republic, since 2002 - the chief federal inspector of the Southern Federal District , in 2004 - the deputy military commissar of the Kaluga region , and since 2005 became the military commissar of the Ulyanovsk region . In January 2007, Yuri Pavlovich Em was awarded the military rank of Major General. In March 2008, Major General Em was appointed military commissar of the Stavropol Territory.

After military service

From 2011 to 2012 and from 2014 to 2016 - Member of the State Duma of the sixth convocation .

From May 2012 to October 2013 - Deputy Chairman of the Government of the Stavropol Territory - Chief of Staff of the Government of the Stavropol Territory. After dismissal from this post in connection with its abolition, he again received the mandate of a deputy of the State Duma, who was released in connection with the retirement of one of the deputies.

On March 31, 2016, the Constitutional Court ruled that the transfer of the deputy mandate to Yuri Emu in 2014 was not compliant with the Constitution due to the fact that in this convocation of deputies he had previously refused the mandate due to the transition to the public service [1] . In April 2016, Yuri Em voluntarily abandoned the mandate [2] . The mandate went on the list of figure skater Elena Berezhnaya .

Son Alexander Em , in 1994-2001 he served in the Armed Forces, a participant in the second Chechen war , was awarded the Order of Courage and the medal "For Courage". Since 2016 - Deputy Mayor of the city of Nevinnomyssk, Stavropol Territory [3] .
