Telnovskoye is a village in the Uglegorsky municipal district of the Sakhalin Oblast of Russia [3] , 35 km from the regional center. It is part of the Miner's urban settlement . In 1947-2004, it had the status of an urban-type settlement and was called Telnovsky .

Located on the banks of the Tatar Strait . Until 1945, it belonged to the Japanese governorate of Karafuto and was called Kitakozawa ( Jap. 北 小 沢 ) . After the transfer of South Sakhalin to the USSR, the village on October 15, 1947 was named after the Soviet officer I. N. Telnov, who died here in a battle with the Japanese [4] .
