The Basic Law of the Vatican City State ( Italian: Legge fondamentale dello Stato della Città del Vaticano ) is a constitution promulgated by Pope John Paul II on November 26, 2000 , consists of 20 articles and is the highest law of the Vatican . He received the force of law on February 22, 2001 , on the feast of the Department of St. Peter, the Apostle, and replaces in full Law No. I (Basic Law of the Vatican City State of June 7, 1929 ). All the rules in force in the Vatican city state that did not comply with the new law were repealed, and the original Basic Law, bearing the seal of the Vatican city state, was deposited in the legal archive of the Vatican city state and the corresponding text was published in the Appendix to Acta Apostolicae Sedis .
