Disability certificate

It is issued by a medical institution upon the occurrence of temporary disability, maternity leave , caring for sick family members. A certificate of incapacity for work is the basis for accruing temporary disability benefits . In case of outpatient treatment of diseases (injuries), poisoning and other conditions associated with temporary disability of citizens, a medical professional single-handedly issues a disability certificate for up to 15 calendar days inclusive. For periods of temporary incapacity for work exceeding 15 calendar days, a certificate of incapacity for work is issued by decision of the medical board ^[1] .

A maternity disability certificate is issued by an obstetrician- gynecologist, in his absence - a general practitioner (family doctor), and in the absence of a doctor - a paramedic. A maternity certificate for disability shall be issued at 30 weeks of pregnancy at a time of 140 calendar days (70 calendar days before childbirth and 70 calendar days after childbirth) ^[1] .

According to the Social Insurance Fund , announced in July 2017, residents of Russia draw up about 40 million disability certificates per year, at least 300 billion rubles are spent annually on their payment.

In 2015, the transition to electronic sick leave began in Russia. Pilot projects were launched in several regions of the country, including Tambov , Astrakhan , Belgorod , Khabarovsk , Samara , Tatarstan and Crimea . The implementation of pilot projects has shown that the use of electronic sick leave allows saving costs of enterprises and medical organizations, reduces the workload of their staff and the likelihood of abuse.

From July 1, 2017, the electronic sick-list received the status of a legal document equivalent to a “paper” sick-list. When switching to electronic hospitals, the traditional form of registration of disability sheets will be preserved ^[2] .

In 2019, the calculation of payment according to the certificate of incapacity for work depends on the length of service and earnings, as follows: if the length of service is 8 years or more, a benefit of 100% of wages is paid; with work experience from 5 to 8 years - 80%; with work experience less than 5 years - 60% of wages ^[3] .

By order of the Ministry of Health and Social Development , a new form of the certificate of incapacity for work was approved from July 1, 2011 ^[4]
