A special military district was formed by order of the People's Commissar of Defense of the USSR of July 9, 1945. The territory of the okrug included the northern part of East Prussia , which went to the USSR at the end of the Great Patriotic War of 1941-1945 . The district administration was formed on the basis of the field administration of the 11th Guards Army and was deployed in the city of Konigsberg (now the city of Kaliningrad ).
Based on the Decree of the Council of People's Commissars of the USSR of January 29, 1946, the Special Military District was merged with the Baltic Military District into one - the Baltic Military District. On 27 February 1946, the Directorate of the Special Military District was reorganized into the field command of the 11th Guards Army .
