Biography
At the end of the course at Kiev University he was identified in the Department of Manufacturing and Internal Trade.
Repeatedly went on business trips with the aim of organizing World Exhibitions .
In 1878 he was appointed an official of special assignments of the Ministry of Finance, where he was in charge of financial statistics, being the editor of the Index of Orders and the Yearbook of the Ministry of Finance. Appointed as a member of the board of the Ministry of Finance, he negotiated trade agreements with Turkey (1884), Romania (1886) and Serbia (1892).
With the formation in 1894 of the Ministry of Agriculture and State Property, he was appointed a member of the council of this ministry, the head of the department of rural economy and statistics and the editor of Izvestia of the ministry.
He published the Atlas of the Factory Industry of Russia (1873) and The Review of the Development of the Main Industries and Trade in Russia for the Twenty Years from 1855 to 1874 (1876).
In 1883, under his editorship, the Historical and Statistical Review of Industry in Russia was published.
At the end of his life he worked in the editorial office of the magazine β Son of the Fatherland β.
He strongly criticized the system of collecting primary statistics on industry.
He was a defender of the interests of agriculture and handicrafts and an opponent of ultraprotectionism; supporter of bimetallism .
