Organizational
Organizational Bureau consists of three main departments: administrative, analytical, evaluation and development of measures. Each of them is headed by a department head in the rank of deputy head of the Bureau.
All structures of the Bureau of Intelligence and Research are located in Washington . The number of employees of the Bureau is estimated at 500 people, the annual budget is about $ 80 million.
History
After the liquidation of the Office of Strategic Services (OSS) from October 1945, its information department was transferred to the US Department of State. On its basis, the Interim Research and Intelligence Service was created, with about 1,600 employees, at that time headed by Colonel A. McCormack .
The new special service of the State Department turned out to really exist for a short time in accordance with its name. President G. Truman initially planned to concentrate all foreign intelligence in the hands of the State Department, but at the beginning of 1946 he changed his mind, taking the course towards creating a specialized Central Intelligence Agency . As a result, in April of the same year, the Provisional Information Research Service was disbanded, most of its personnel were distributed across various geographical divisions of the Department of State, and the rest were reorganized into the Office of Intelligence Coordination and Liaison. Colonel McCormack resigned in protest at the abolition of the service.
In 1947, the new US Secretary of State, General J. Marshall, temporarily reassembled the State Department’s intelligence into a single entity, called the Office of the Special Assistant, Intelligence. This department was not engaged in operational work, conducting exclusively an analysis of intelligence information received through the channels of other US agencies. Additionally, in September 1948, the Office of Policy Coordination was created as part of the State Department, including one designed for operational work and conducting covert operations abroad. He was headed by then US Secretary of State - OSS veteran Frank Wisner . The new government became a fairly influential intelligence structure, but at the end of 1950 it was transferred to the CIA.
The current Bureau of Intelligence and Research of the US Department of State, as an analytical structure, was formed in 1957. Since 1963, the head of the Bureau is also an Assistant Secretary of State for Intelligence.
