The Corporation for State and Municipal Service [2] (born Corporation for National and Community Service or CNCS ) was established as an independent agency of the US Federal Government under the Law on the Trust of State and Municipal Services of 1993. CNCS's mission is to “maintain an American culture of citizenship, service, and responsibility.” Although the corporation is a government organization, it acts more as a foundation, being the largest grantor in the country supporting ministry and volunteerism. CNCS was formerly called the Civil Service Corporation or CNS.

Programs
CNCS currently provides several programs to help civil society focus on poverty, environmental protection, education, and other unmet human needs. Programs include:
Amery Corps
Ameri Corpus is a national ministry program designed to engage Americans in a variety of ministry projects. The VISTA ( Volunteers in Service to America ) program, the National Civil Society Corps , the nationwide Ameri-Corps and state programs also operate under the protection of the Ameri-Corps.
On April 21, 2009, Edward M. Kennedy’s Law on Serving America passed forcefully, expanding and re-authorizing Ameri Corpus Volunteer Programs. The new law could triple the number of volunteers from 75,000 to 250,000 by fiscal year 2017, of which 50% will become full-time volunteers.
Learn and Serve America
Formerly known as Serve America , Learn and Serve America, engages students in municipal organizations and schools in service training programs.

History
1990: President George Herbert Walker Bush enacts the Public and Municipal Service Act of 1990, ushering in a new, revived era of public policy for encouraging volunteerism in the United States. This law allowed the emergence of a new independent federal agency called the State and Municipal Service Commission .
1992: Adopted as part of the Sanctioned Defense Act of 1993, it allowed the creation of a National Civil Society Corps as a demonstration program to explore the possibilities of using military resources after the Cold War to solve problems here in the homeland. It was based on the program of the Civil Corps of Environmental Protection during the Great Depression and the US Army.
1993: President Bill Clinton signs the Law on the Trust of State and Municipal Services, formally merging the federal agency ACTION and the Commission of State and National Services , which included Services America and the National Civil Society Corps and another new Ameri Corps program
2002: President George Walker Bush creates the United States Freedom Corps .
