The flag was established on May 27, 2011 [1] and on November 2, 2011 was entered in the State Heraldic Register of the Russian Federation with assignment of registration number 7186 [2] .

Description

"A rectangular red cloth with a 2: 3 ratio of width to length, reproducing the composition of the coat of arms of the Gromadsky Village Council in white, yellow and blue."

The heraldic description of the coat of arms reads: “ In a scarlet field with a azure chipped azure tip, lined with scales with a silver edge, a golden pickaxe extending over the tip into a pillar on which sits a silver, with wings spread and upturned, turned eagle .”

Symbols

The flag is designed on the basis of the coat of arms, which in the language of symbols and allegories reflects the natural-geographical, historical, cultural and economic features of the Gromadsky Village Council.

The systematic development of these places began in the 19th century. The first settlers were engaged in plowing fields for wheat, raising livestock, hunting and fishing. Farms were set along the banks of the Rybnaya River, which now plays a large role in the life of local people. On the flag of the Gromadsky Village Council, the river is reflected in the form of a blue strip covered with scales, which allegorically reflects its name - Rybnaya.

The rich nature - the river and forest, fertile lands, allowed new residents to quickly equip the economy. The basis of industrial development was granite reserves - quarries were discovered here, which later became the largest city-forming enterprise of the Gromadsky gravel quarry, which is reflected on the flag with a yellow pickaxe.

The symbolism of the eagle is ambiguous:

- The village of Gromadsk - the center of the village council - got its name by the name of the Polish nobleman Konstantin Osipovich Gromadzsky, who was exiled to these places because of his participation in the Polish uprising of 1863–64 . A few years later he was granted amnesty and received permission to return home, but decided to stay here forever, built a manor, and got a family. Successfully engaged in agriculture. So in 1893 he participated in the World Columbian Exhibition in Chicago where he presented excellent varieties of oats and rye grown on fertile Krasnoyarsk land and meeting the most stringent international standards. White eagle on the red field - an allegory of the name indicating the Polish origin of Konstantin Gromadsky (the silver eagle in the red field is depicted on the Polish coat of arms ).

- an eagle spreading its wings - the image of immigrants who founded almost all the settlements of the village council, confidently mastered new lands.

- the turned eagle symbolizes the connection of the modern settlement with its past.

Yellow color ( gold ) is a symbol of harvest, wealth, stability, respect and intelligence.

White color ( silver ) is a symbol of purity, perfection, peace and mutual understanding.

Red color is a symbol of courage, strength, labor, beauty and celebration.

Blue color (light blue ) - a symbol of honor, nobility, spirituality; color of the boundless sky and water open spaces.
