Role in the Events of August 1991
During the State Emergency Committee, Ivanenko and Stepashin phoned the regional offices of the KGB and called for support for the legally elected president of the RSFSR Yeltsin [8] . According to the story of Ivanenko himself, he himself arrested the chairman of the KGB of the USSR V. A. Kryuchkov , who was taken to the Senezh boarding house near Solnechnogorsk. He led the group, who came to arrest the Minister of Internal Affairs of the USSR Boris Pugo [9] .
Gennady Burbulis so appreciated his work:
| “In May, the State Security Committee of Russia was created, and General Ivanenko, who spent three days continuously in the White House in my office, and we did this work together, he was able to achieve a clear split in the professional, political span and the life position of the majority of KGB officers, both of the Soviet general office and in the regions ” [10] |
Advisor to President Yeltsin, Sergei Stankevich, recalled his role during the defense of the White House during the GKChP :
| the key member of the headquarters was the chairman of the KGB of the RSFSR Viktor Ivanenko ... When this or that operational problem arose, we went to Ivanenko. He quickly determined what structures or organs he had to go to solve the problem, found his friends there, and soon the problem was solved ... Ivanenko was surprisingly effective. Thanks to him, we knew exactly which units were brought into the city, where they were located and what tasks were assigned to them. We even knew the composition of the operational headquarters created by the State Emergency Committee to control the situation in Moscow. Through Ivanenko’s channels, we also received information about the impending assault on the White House " [11] . |

Position
- “It is necessary that society wants to exercise public control and get an opportunity for this. At least the first step should be taken, say, to provide the State Duma with the right to parliamentary investigations of the activities of special services. A precedent will be created, experience will appear. In 1991, there was such an attempt, I have already talked about the deputy commission for the consideration of the KGB personnel reserve. In developed countries, parliamentary control over the work of special services is a natural norm ” [7] .
