Biography
Born November 29, 1937 in Moscow. After graduating from school in 1955, with a gold medal, he was enrolled without exams at the Moscow State Institute of History and Archives (MGIAI) , where he successfully completed his studies in 1960, receiving the specialty “historian-archivist”.
Vladimir Sinelnikov began his career in 1961 in the newspaper Moskovsky Komsomolets , occupying the only vacancy of the head of the audit bureau.
He worked as a columnist for the cinema of the department of literature and art of “Moskovskaya Pravda” . Annually covered the events of the Moscow Film Festival in the publication "Sputnik of the Moscow Film Festival."
From 1972 to 1987 he was the executive secretary in the magazine “Art of Cinema” .
He was the artistic director of the creative associations “Partner”, “Camera”, “101”, “Studio 1.2.3” [1] , whose artistic council included film director Elem Klimov , writer Sergey Zalygin , playwright Alexander Gelman , academicians Evgeny Velikhov and Leonid Abalkin .
In 1994, Studio 1.2.3 became one of the founders of Teleexpress-31 Channel.
In 1995-1999, Vladimir Sinelnikov held the position of General Director of Channel 31 television [1] [2] , later - M1, Domashniy . In the same place did the TV program "Our Hyde Park" [3] .
After the Communications and Communications Center of the Ministry of Communications in 1998 sold its share of the Lukoil oil corporation, in July 1999 Sinelnikov left Channel 31 [4] , not considering for himself, as he said, to be involved in the emergence of in front of the audience of the “ yellow ” news, which is read by the announcer, undressing during their announcement, he told about it in 2001 on the pages of the Moscow News newspaper [5] . In 1999, Sinelnikov became general producer of VKT television (Moscow).

Scripted over 100 films, awarded 20 national and international film festivals awards, including prizes in Berlin, New York, Switzerland, etc., author of over 500 articles in periodicals and in scientific collections on the theory and history of documentary films and television.
In 2015, he made accusations against the Israeli bank Hapoalim, which, according to him, was illegally denied service.
He died at the age of 81 on October 28, 2018 in Moscow [9] .

Social position
In 2013, as one of the founders, he spoke in Novaya Gazeta with an open appeal to academics of the Russian Television Academy , in which he expressed his own concern about the refusal of a number of television companies to participate in the TEFI competition in particular, about the situation as a whole in general [10] .
In 2017, he signed an open appeal by the Congress of Intellectuals and the human rights community, in which he called on the Russian authorities to stop the campaign of harassing dissidents on federal television channels, closing political programs on television that carry out this vile harassment, and stop the shameful processes of Kirill Serebrenikov and Yuri Dmitriev , other processes , motivated by political reasons, and release all political prisoners [11] .

In May 1986, as part of the film crew, along with director Rolland Sergienko, Vladimir Sinelnikov went to shoot a documentary film on the elimination of the consequences of the accident at the Chernobyl nuclear power plant .
