Content
Background
In connection with the development of the outskirts of the city of Lipetsk , as well as the need to unload the existing transport routes from the 60s. XX century , projects were considered alternative forms of urban transport, in particular, light metro . Due to lack of funds, the light metro project was closed.
The project of building a light rail line in Lipetsk appeared in 2006 after the adoption of the strategic development plan of Lipetsk [1] and was confirmed in 2008 after the adoption of a new master plan of the city [2] . The design of the line is led by the Giprogor Institute .
Currently, a rail laying scheme is being developed, and the implementation of this project is being worked out. It is planned that the construction of the Lipetsk light rail and its bridges will begin in 2019. However, the City Hall does not have enough money to fully implement this project, since the cost of creating a light rail costs 10-15 billion rubles.
Existing tram lines
In the 2000s, there was a regular reduction in the city's tram lines. However, according to the new general plan, an increase in the tram network by 36% is planned.
Route
According to the general plan, the first line of a light rail in Lipetsk will run from the Printing Complex along the streets of Polygraphic, Krivenkov , Katukov , Tankistov Square, Oktyabrsky Bridge , Krasnozavodskaya and September 3 to Chekhov Street .
It follows about the 19th, 21st, 22nd, 24th, 26th, 27th microdistricts , Korovin , the village of Syrskoye and the Traktorny district.
Technical Execution
The line is planned as overhead, however, it is proposed to introduce separate underground sections of the track at the intersection with highways.

Perspectives
In the "Strategic Plan for the Development of the City of Lipetsk until 2016", it is planned to organize the movement of a light rail not only to Tractor , but also to Novolipetsk . However, the line to Novolipetsk is not reflected in the general plan; accordingly, it will not appear before 2020. It is not known in which area of Novolipetsk the line is planned. If it is included in the general plan in 2020, it will be clear whether it will be a branch of the Traktorozavodskaya line or an independent Novolipetskaya (in this case, the Krasnozavodskaya Street station will be a transfer). It is possible to extend the Traktorozavodskaya line to blast furnace No. 6, in which case in the area of ul. Chekhov will be built tram depot.
Criticism
According to the chairman of the Department of Urban Transport of the Lipetsk Administration Nikolai Novikov, the construction of a light rail is very expensive.
According to Nikolai Novikov, one light rail costs from 15 to 30 million rubles . In the amount of 15 to 20 million rubles, the laying of 1 kilometer of modern tram tracks will cost. So for now, it’s only with a certain degree of probability that high-speed trams will run along Lipetsk . [3]
With the planned reduction of tram tracks in Lipetsk, the likelihood of building a light rail line is very small.
The first light rail line is planned away from the busiest areas of the city - Novolipetsk and the center . Thus, this line is not a solution to the transport problem in the city.
Lipetsk Light Metro
In July 2013, the Governor of the Lipetsk Region Oleg Korolev spoke about the development of a project called “City of the Future”, which also mentioned the creation of a light metro in Lipetsk, the design of which should begin in 2014 .
The governor gave the designers the right to choose what the light metro in Lipetsk should be - above ground (analogue of the monorail ), ordinary above ground ( high-speed tram ), ground with underground sections (analogue of the high-speed metro tram , as in Volgograd ), or completely underground (traditional metro ). In February 2015, it was announced that this year the design of the construction of the “light” metro will be completed, and in 2016 its direct construction will begin. Under the "air subway", about which the head of the administration of the Lipetsk region Oleg Korolev said, the monorail transport system will be meant. At the same time, the Russian company will be engaged in the design of the monorail system in Lipetsk. [5] However, the usual ground option ( light rail ) was soon chosen, the construction of which should begin in 2019.
