The State Inspectorate for Small Courts of the EMERCOM of Russia (GIMS EMERCOM of Russia) is the body that performs the state function of supervising the water bodies for using small boats, bases (facilities) for their stops and other objects (beaches, ferries and floating bridges). It was formed by Resolution of the Council of Ministers of the RSFSR of June 15, 1984 No. 259 and until February 2004 was consistently administered by the Ministry of Housing of the RSFSR, Minarchstroy of Russia, the Ministry of Environment of Russia, the Ministry of Natural Resources of Russia , the State Committee of Ecology of Russia and the Ministry of Natural Resources of Russia .) Main tasks of the GIMS EMERCOM of Russia
- implementation of state supervision of small vessels and bases (facilities) for their parking and their use in internal waters and in the territorial sea of the Russian Federation;
- ensuring, within its competence, the safety of people on water bodies.
Main functions of the GIMS EMERCOM of Russia
- organizes, within its competence, the supervision and control of compliance with the requirements for ensuring the safety of people and safeguarding people's life at the bases (facilities) for parking of small boats, beaches, ferries and floating bridges;
- carries out, in accordance with the established procedure, the classification, certification, state registration and registration of small vessels, assigning them identification numbers, issuing ship tickets and other documents to registered small vessels;
- carries out accounting, annual technical certification of bases (facilities) for parking of small vessels, beaches, crossings and floating bridges, issuing permits for operating bases (structures) for parking of small vessels, crossings and floating bridges, as well as permits for using beaches;
- certifies boatmasters and issues certificates for the right to operate a small-sized vessel;
- carries out in the prescribed manner the proceedings on cases of administrative offenses within its competence;
- participates in the search and rescue of people on water bodies;
- carries out maintenance of a unified register of registered small vessels and state registration of certificates issued for the right to control small vessels, registration and other documents required for admission of small vessels and navigators to participate in navigation. [2]
