Arsenyevsky Vesti is an independent socio-political and human rights weekly newspaper of the Primorsky Territory.

It was originally registered in the city of Arsenyev in 1992 , but after the refusal of the Arsenyev printing house to print materials, it was forced to move to Vladivostok the same year. The main topic of the newspaper is coverage of topical events of the region, violations of citizens' rights and exposure of high-ranking officials. Editor - Irina Grebneva.
Editorial
- Irina Grebneva - co-founder, editor since 1993 . In 2000, convicted under Art. 315 of the Criminal Code; arrested for 5 days for verbatim publication of a printout of illegally tapped telephone conversations of Governor E. Nazdratenko and other officials containing profanity [3] .
- Nadezhda Alisimchik. Awarded a grant by the Soros Foundation.
- Marina Zavadskaya. She was awarded the Sakharov Prize.
Over the years, journalists worked in the newspaper: Vladimir Trubitsyn (co-founder, editor in 1992-1993), Tatyana Romanenko (co-founder, deputy editor), Eduard Gurchenkov, Valery Kutsyy, Yuri Mokeev. The newspaper also published many opposition leaders of the region, some of whom were accused of financial support by Western intelligence agencies and the Soros Foundation [4] .
History
The first issue of the newspaper appeared on the wave of perestroika in March 1991 in the city of Arsenyev . Soon, the directors of the printing house were summoned to the CPSU city committee and threatened with 20 years in prison for publishing a newspaper, after which the publication was temporarily suspended [5] .
In June 1992, a newspaper called “Arsenyevsky Vesti” was registered in the city of Arsenyev . After 1 month, the city’s printing house, without giving any reason, refused to print materials, after which the publication was forced to leave Arseniev and move to Vladivostok. In 1996, the editorial office was located in the office on Pogranichnaya Street, house 12. On January 4, 2009, the editorial office had a fire that killed advertising manager Vladislav Zakharchuk; according to the editor, there was arson [6] .
In May 2009, the communists of Arsenyev expressed their indignation at the publication of “Who are considered extremists - nationalists or the opposition”, in which the fascists and communists were compared; and promised to collect signatures of the population of Arsenyev with the demand to remove the word "Arsenyevskie" from the name of the newspaper [4] .
Prosecution
In October 2009, the European Court of Human Rights granted the statement of the newspaper journalist, who was found guilty by the state courts of the Russian Federation in a published open letter exposing officials in illegal transactions with wood [7] .
Defamation Charges
- In 1994, Governor Yevgeny Nazdratenko filed a lawsuit for compensation for non-pecuniary damage for publishing the report “On Violations of Human Rights and the Law in the Primorsky Territory”, prepared by the Democratic Choice of Russia party, which contained “a significant number of unsubstantiated charges against the governor”; the court granted the claim [8] .
- The newspaper Vladivostok in 1997 brought 4 lawsuits against the editorial board of Arsenyevsky Vesti [9] .
- V. Shulga, the head of the department of the judicial department at the Supreme Court of the Russian Federation in the Primorsky Territory, filed 2 lawsuits in defense of honor, dignity and business reputation for publishing the article “All power from the forest”, which tells about illegal logging in the Dalnerechensky district [10] .
- In 2003, the prosecutor Valery Vasilenko filed a lawsuit in defense of honor, dignity and business reputation for publishing a cartoon in the article “You need to know the candidates from the inside”. The claim was satisfied by the Russian courts [11] .
- In August 2009, the prosecutor Andrei Yelkin demanded that a criminal case be instituted against him for publishing the opinion of the chairman of one of the Vladivostok HOAs on the connivance and inaction of the prosecutor on land issues [12] .
- The mayor of Ussuriysk Sergey Ruditsa in 2009 filed a lawsuit in defense of honor, dignity and business reputation for publishing the article “How much are the services of a prosecutor?”; the application was dismissed [13] .
- In January 2011, the mayor of Vladivostok, Igor Pushkaryov , filed a lawsuit in defense of honor, dignity and business reputation for publishing an article by Y. Filatov “Pedestrians must be respected,” which, according to the applicant, contains knowingly false information [14] .
Charges of Extremism
- November 2008 For the publication of the appeal of the representatives of the Ingush opposition, which claimed that the Russian authorities were carrying out the genocide of the Ingush people, the prosecutor's office issued a warning to the newspaper about the inadmissibility of the spread of extremism [15] .
- January 2011 For the illustration of the caricature with a swastika, Roskomnadzor issued a new warning [16] .
- April 2011 For illustrating an image similar to that of Nazi Germany, the prosecutor issued a second warning, later canceled by the court [17] .
Newspaper Opinions
- According to the organization “ Reporters Without Borders ”, in 2009 the newspaper “publishes materials from surprisingly neutral, but at the same time sharply critical positions” [18] .
- According to the famous lawyer Emma Lubarskaya, the newspaper “is called and deliberately issued for the yellow press only by those who are criticized in this newspaper, whose crimes and misconduct are described on its pages” [19] .
Rewards
In 2010, the newspaper received the Gerd Bucerius Prize “Free Press of Eastern Europe” (Gerd Bucerius-Förderpreis Freie Presse Osteuropas) [20] .
