Biography
He began his career at the age of 16 at the Agricultural and Mortgage Bank of sixteen Minas Gerais , and at the age of 17 he became the director of the branch.
He received his law degree at the Mining Commercial University.
In 1943 he was appointed director of Banco da Lavoura.
In 1944, he founded the National Bank of Minas Gerais. Having entered politics, he became one of the founders of the conservative National Democratic Union (União Democrática Nacional). In 1946, Mr .. was elected to the Constituent Assembly, but refused the mandate to take the post of Minister of Finance in the government of Minas Gerais.
1961-1966 - Governor of Minas Gerais. The Minas Gerais Development Bank, which he created, took an active part in financing the military coup of 1964. In 1967, he joined the Alliance of National Renewal Party, from which until 1979 he was elected first as a member of the deputies' board, and since 1971, as a senator. He was one of the initiators of the adoption of Ato Institucional nº 5, one of the most repressive laws of the time of the military dictatorship.
In 1967-1969 - Minister of Foreign Affairs of Brazil. He pursued a policy of so-called "prosperity diplomacy" aimed at obtaining international loans to finance infrastructure. He advocated intensifying cooperation with the countries of the Third World, increasing the degree of their participation in international affairs. At the same time, he refused to sign the Treaty on the Non-Proliferation of Nuclear Weapons on behalf of his country.
In the years 1975-1977. - Chairman of the Senate of Brazil.
In 1985, he left political life for health reasons.
