The Regional Duma of the Legislative Assembly of the Sverdlovsk Region is the “lower” chamber of the Legislative Assembly of the Sverdlovsk Region in 1996—2011.

General information
The existence of the Regional Duma as one of the chambers of the Legislative Assembly of the Sverdlovsk Region is provided for by the Charter of the Sverdlovsk Region , adopted at the end of 1994. Her powers are prescribed in Article 41 of the Charter, the main of which is the adoption of regional laws and their transfer for approval to the House of Representatives .
The regional Duma has existed since April 1996, its predecessor was the Sverdlovsk Regional Duma , elected in April 1994, but formally the successor to the Sverdlovsk Regional Duma is the entire Legislative Assembly of the Sverdlovsk Region. The number of members of the Duma is 28 deputies.
It ceased to exist in December 2011.
Election Procedure
Regional Duma of the Legislative Assembly of the Sverdlovsk Region
Every two years, elections were held for half of the composition (14 deputies) of the Regional Duma (the so-called “rotation principle”). The term of work of deputies in the Regional Duma is 4 years.
All deputies of the Regional Duma are elected by party lists ( "proportional system" ). Deputies' mandates are distributed between party lists, which collected more than 7% (before 2006 - 5%) of the vote.
Elections of the Regional Duma are held in the spring of each even year. After the Central Election Commission introduced the “single voting day” in the fall of 2005, the next elections in the spring of 2006 were not scheduled on time and therefore were held only on the next single voting day - October 8, 2006. In 2000, 2004 and 2008 The elections of the Regional Duma and the House of Representatives were combined with the elections of the President of the Russian Federation. The last time the Duma elections were held March 14, 2010
The concept of "convocation" in relation to the Regional Duma is not officially applied. Unofficially, it is applied either in relation to the two-year period of work of the Duma in permanent composition, or in relation to the four-year period of work in the Duma of a specific deputy (for example, “deputy of the Regional Duma of the convocation of 1998-2002”).
