Education

In 1979 he graduated from the Faculty of Physics of the Leningrad State University .

Since 1983 - Candidate of Physical and Mathematical Sciences . He defended his thesis in the field of mathematical methods of quantum field theory .

In 1992, he graduated from the Department of Management of the Academy of National Economy under the Government of the Russian Federation .

Fluent in German and English .

Scientific career

Since 1981 in the scientific work. He worked as an intern researcher at the Leningrad branch of the Steklov Mathematical Institute (LOMI) , then as a junior researcher at the State Optical Institute (GOI) . From 1986 to 1992 - Scientific Secretary of the State Optical Institute.

Political career

In 1989—1992 , he was a people's deputy of the USSR from the Komsomol [1] , a member of the USSR Supreme Council , secretary of the Committee on Defense and State Security of the USSR Supreme Council.

August 31, 1992 - January 29, 2000 - Representative of the President of the Russian Federation in St. Petersburg [2] [3] .

September 3, 1992 - May 25, 1993 - Representative of the President of the Russian Federation in the Leningrad Region (part-time) [4] [5] .

February 23, 1994 - January 29, 2000 - Plenipotentiary Representative of the President of the Russian Federation in the Inter-Parliamentary Assembly of the CIS Member States (part-time) [6] [7] .

In 1999, he ran for deputies of the State Duma of the Federal Assembly of the Russian Federation in the 206th district of St. Petersburg [8] .

In 2000–2003 , he was President of Gema-Peter Holding.

Since 2000 - President of the Republic Foundation.
