The population according to the 2001 census is about 2.6 thousand people [4] . The area of the village council is 84 km².
It was formed in the 1920s as the Tarkhansky Village Council [5] . In 1945 it was renamed Vishnevsky.
By 2014 included 4 villages:
- Cherry tree
- Green Niva
- Strong
- Utkino .
Since 2014, the Vyshnevsky rural settlement has been located on the site of the village council.
