Biography

The son of a rural priest in the Chernigov province. [3]

He graduated from the course at the Faculty of Law at Kharkov University in 1866.

September 26, 1866 Tsitovich was left a scholarship holder to prepare for a professorship. In 1867, he presented a dissertation on the right to teach [4] " On methods of acquiring property under Russian law ," and began lecturing in the rank of privat-docent. In 1868, Tsitovich passed the master's exam, in 1870 he defended his thesis on the topic: “ Initial moments in the history of Russian law of inheritance” , where he discovered all the features of his bright scientific talent - “ Finishing; internal harmony of the system; the abundance and certainty of legal ideas, if applied successfully to the analysis of particulars; the ability to master a scientific method that reduces all particulars to one death and organically binds a very diverse, but carefully tested material to the main subject . " (From a review by Prof. A. N. Stoyanov). After defending his dissertation, Tsitovich was elected a full-time assistant professor and was sent abroad with a scientific goal for two years.

In 1873 , to defend his doctoral dissertation " Money in the field of civil law ", he received a doctorate in civil law and was elected professor at the Novorossiysk University in the same department.

In 1880, he joined the Governing Senate and acted as editor of the Bereg newspaper. Upon the termination of the "Coast", at the end of the same year, he went abroad.

In 1884 he occupied the department at Kiev University, then became a member of the Council of the Minister of Finance , took part in a number of legislative works, and since 1900 he occupied the department of commercial law at Imperial St. Petersburg University as an ordinary professor, while maintaining his official position in the Ministry of Finance. For 1913, Privy Councilor and Senator of the Judicial Department of the Governing Senate .

He was buried at Nikolsky cemetery .

Silver medal in memory of Alexander III for wearing on his chest on the Alexander ribbon.
