Born on September 12, 1949 in the village of Myzovka, Epifanovsky district, Tula region .
Military career
He graduated from the Ryazan VVDKU , the Military Academy named after M.V. Frunze and the Military Academy of the General Staff .
He participated in hostilities in Afghanistan , in the zone of the Georgian-Abkhaz conflict (1992-1993), in Chechnya (1994-1995), in peacekeeping operations in Yugoslavia (in 1996).
Mission in Abkhazia (1992-1993)
The mission in Abkhazia is the pinnacle of Sigutkin’s activities as a military leader and peacemaker.
During the period of the Georgian-Abkhaz conflict of 1992-1993, the Airborne Forces of the Russian Federation (which, along with Sigutkin were alternately commanded by two other deputy commanders of the Airborne Forces Alexander Chindarov and Viktor Sorokin), had the task of maximally securing the civilian population, preventing the conflict from escalating, and securing the most important objects of the Russian Federation in Abkhazia: the 24th special laboratory of the Ministry of Defense of the Russian Federation, which conducted seismic reconnaissance, monitoring of test nuclear explosions in other states. In addition - to secure in the Pitsunda area - two defense research centers. In Sukhumi, the group secured the military sanatoriums of the Russian Federation and a branch of the Institute of Primatology, part of which was a monkey nursery on Mount Trapezia [1] . The group under the command of Sigutkin did not allow a helicopter attack by Georgian troops on Gudauta and the bombing of the city, where the leadership of Abkhazia, headed by Vladislav Ardzinba, was located . Public Service
In April 2001, Boris Gryzlov , who became Minister of the Interior of the Russian Federation (appointed by President Putin on March 28, 2001), appointed Alexei Sigutkin as his adviser.
In May 2003, he was elected Secretary of the Pskov Regional Political Council of the United Russia Party.
State Duma
In the 2003 State Duma elections, he was nominated as a candidate from United Russia in the Pskov single-mandate constituency No. 141.
