Regulated non-quarantine pest [1] (in the protection of plants) - according to the International Plant Protection Convention, it is a non-quarantine pest whose presence on plants intended for planting has an economically unacceptable effect on the end use of these plants and, therefore, regulated in the territory of the importing Contracting Party. In the Russian Federation they are divided into especially dangerous and dangerous harmful organisms (for example, the Code of the Russian Federation “On Administrative Offenses” [2] , article 10.1).
In plant protection, regulated non-quarantine pests are traditionally divided into plant pests (vertebrates and invertebrates), plant pathogens and weeds (weeds).
The Permanent Secretariat of the International Plant Protection Convention under the Food and Agriculture Organization of the United Nations (FAO) has adopted international standards No. 21 “Analysis of phytosanitary risks for regulated non-quarantine pests” (2004) and No. 22 “Requirements for identifying regions of low spread of pests "(2005) [3] .
The All-Russian Research Institute of Plant Protection of the Russian Agricultural Academy has prepared lists of especially dangerous and dangerous pests [4] .
Order No. 501 of December 29, 2014 for the Ministry of Agriculture of the Russian Federation approved a list of regulated non-quarantine pests in the Russian Federation. [5] It included plant pathogens and one weed.
