Biography
Born in 1951 in the Altai Territory . In 1968 he graduated from high school in the city of Jambula. Then in Moscow he studied at the Institute of Oil and Gas. Gubkin (now - Russian State University of Oil and Gas named after I.M. Gubkin, RGUNiG). He served in the Far East. After the service he received a referral to the Khabarovsk Oil Refinery named after S. Ordzhonikidze, where he worked for 16 years. First, the operator of the technological installation, then the head of the installation, senior engineer of the rationalization and invention bureau, deputy chief, head of the labor and salary department. Since 1990 - Deputy Director for Economics.
In 1980 he graduated in absentia from the Khabarovsk Institute of National Economy . In 1989 he defended his thesis on the topic: “Internal production cost accounting at a state enterprise”.
In 1991, he entered the competition for the post of chairman of the state property management committee of the Khabarovsk Territory as deputy governor. In April 1994, by order of the governor of the region, he was appointed head of the Khabarovsk administration, becoming part-time chairman of the Khabarovsk City Duma. In 1996, he was elected the first mayor of the city of Khabarovsk.
Since 2000 he has been working in Moscow. [2]
Nowadays, he is the chairman of the Council of Deputies of the Lefortovo municipal district (head of the district), constituency No. 3, the prefecture of the South-Eastern Administrative District - the Southeast Administrative District of Moscow [3] [4] .
