Biography
Born in the family of a hereditary master jeweler.
He graduated with honors from the Tashkent Financial and Economic Institute .
He began his career as a senior inspector for personnel of the State Insurance Board. Six months later, he became a senior economist in the department of financing of housing and communal services and vehicles of the Ministry of Finance of the Kyrgyz SSR. Already at 23, he became the head of a department of the Ministry of Finance.
In 1955, Mr .. - Head of the Finance Department of the Frunze City Executive Committee, then - Head of the Finance Department of the Jalal-Abad Regional Executive Committee. After the unification of the region with Osh, he was the deputy head of the financial department of the Osh region.
From 1960 to 1985 He was the Minister of Finance of the Kyrgyz SSR. Under his leadership, the financial and economic system of the Kyrgyz SSR is undergoing dynamic formation and development.
Aliaskar Toktonaliev entered the history of Kyrgyzstan as the youngest minister of the republic. He headed the Ministry of Finance of the Kyrgyz SSR in February 1960 and worked in this position for almost 26 years.
As the first secretary of the Central Committee of the Communist Party of Kyrgyzstan Turdakun Usubaliev noted, people like Toktonaliev should forever remain in the history of Kyrgyzstan. Descendants should know and remember about them, since such personalities are the color and pride of the nation.
Awards and titles
He was awarded the Order of the Red Banner of Labor.
Memory
In 1994, by the Decree of the Government of the Kyrgyz Republic No. 797 dated 31. 10. 1994, the Bishkek Financial and Economic College was named after Aliaskar Toktonaliev [1] .
