Biography
Born February 13, 1963 in Dnepropetrovsk in a Jewish family. Parents worked as engineers: mother - at the Promstroyproekt Institute, father - at the Petrovsky Dnepropetrovsk Iron and Steel Plant [11] . A graduate of the 21st high school in Dnepropetrovsk, was awarded the badge of the Komsomol Central Committee "For excellent study", received the first sports rank in chess [12] . In 1980-1985 he studied at the L. I. Brezhnev Dnepropetrovsk Metallurgical Institute with a degree in Heat Engineering and Automation of Metallurgical Furnaces, received an engineering degree, was assigned to a design organization [11] .
He has been engaged in business since the mid-1980s after the publication of a number of resolutions of the USSR Council of Ministers on the establishment of cooperatives and the law "On Cooperation in the USSR". Together with his future business partners, Gennady Bogolyubov and Aleksey Martynov, worked in the Zianit trade cooperative. Together they founded the Sentosa cooperative (named for the entertainment island in Singapore , where Kolomoisky was resting with friends), who bought office equipment in Moscow and sold it in Dnepropetrovsk. After the collapse of the USSR , Sentosa began to trade in consumer goods, ferroalloys and oil [11] .
Four companies became the founders of PrivatBank: Vist LLC, Sentoza LLC, Som LLC, and Privat-Intertrading CJSC, which created Privatbank Commercial Bank CJSC [13] [14] . Sergey Tigipko became chairman of the board, and Leonid Miloslavsky - headed the supervisory board. During the voucher privatization , PrivatBank collected 1.2 million certificates, which amounted to 2.3% of their issued number. Vouchers were exchanged for shares of the Dnepropetrovsk hardware plant, Nikopol ferroalloy plant, Ordzhonikidze and Manganetsky GOKs [11] . According to the press, Kolomoisky and his business partners were patronized by Pavel Lazarenko [15] , who held a number of important government and public posts in the Dnipropetrovsk region in the 90s, and then became the Prime Minister of Ukraine. According to the version of Forbes magazine , in 1997, Lazarenko allegedly forced Kolomoisky and his partners to record 16.7% of Sentoza, 14% of Solm (which in turn owned 30% of PrivatBank), as its driver Leonid Gadyatsky. ) and 1% of Privat-Intertrading [11] .
Privat Group was created on the basis of PrivatBank and assets obtained after voucher privatization in fierce competition [16] , during which Kolomoisky gained control over Ukrnafta, Kalinin Coke and Chemical Plant, Ozerka Dnepropetrovsk Market, Nikopol Ferroalloys Plant and other enterprises [17] . Kolomoisky almost independently manages the ferroalloy business of the Privat group, all strategic decisions in the Privat group are made with his participation. Kolomoisky’s business interests are multifaceted, ranging from petrochemicals and ferroalloys to air travel and ski resorts [18] .
He is a member of the supervisory boards of PrivatBank, the Neftekhimik Prykarpattya oil refinery, and the Ukrnafta oil company. In an interview with Ukrainska Pravda, Kolomoisky admitted that he owns a 44% stake in PrivatBank [19] . According to Forbes magazine , his personal fortune is $ 3 billion, and the Ukrainian weekly Korrespondent ascribes Kolomoisky capital of $ 6.2 billion [20] .
Engaged in public activities. Among public projects are participation in the creation of the Artistic Arsenal museum complex in Kiev, support for the Jewish community of Dnepropetrovsk, for which one of the world's largest Jewish community center Menorah was built [21] , repair of tunnels along the Western Wall and the revival of the historical synagogue “ Hurva ” in Jerusalem [22] .

He was elected President of the European Council of Jewish Communities (ECJC) for a term of 5 years in 2010 [26] [27] . However, in October 2014, representatives of the ECEO reported to the Russian newspaper Izvestia that they had contact with the company after 2011 he broke off and he is not in the organization [8] .
In 2011, for five years he was elected President of the European Jewish Union (EJU), created to coordinate the activities of the Jewish communities of Europe [28] .
In March 2014, he became the head of the Dnipropetrovsk Regional State Administration (RSA), replacing Dmitry Kolesnikov at this post [29] .
Igor Kolomoisky is the president of the Dnipro (Dnipropetrovsk) football club, as well as the Dnipro basketball club and the Budivelnik hockey club. In 2013, Kolomoisky decided to stop financing such football clubs as Kryvyi Rih Krivbass, Lutsk Volyn and Kiev Arsenal . Football observers believe that the same fate can befall Dnipro [30] .
Kolomoisky is a citizen of Ukraine, Israel [31] [32] and Cyprus. In his opinion, this is not a violation of the law (on heads of local self-government bodies), since dual rather than triple citizenship is prohibited [33] .
In public service
March 2, 2014 by decree and. about. President of Ukraine and Speaker of the Verkhovna Rada Alexander Turchinov Igor Kolomoisky was appointed head of the regional administration of the Dnipropetrovsk region of Ukraine [34] [35] . March 3, 2014 Kolomoisky took office and at a meeting with the Dnepropetrovsk public spoke about his program and vision of the socio-political situation prevailing in Ukraine [36] . He promised not to do business and speak Ukrainian [37] . After his consent to the appointments, he also proposed to appoint large oligarchs to lead a number of regions of Southeast Ukraine to fight against the threat of separatism : Donetsk region - Rinat Akhmetov , Zaporizhzhya - Victor Pinchuk , Lugansk - Sergey Taruta , and Vadim Novinsky to the Autonomous Republic of Crimea [38] .
In June 2014, he proposed to put on the border with Russia a wall in the form of a two-meter grid with barbed wire [39] .
On June 21, 2014, against the backdrop of the ongoing armed conflict in eastern Ukraine, it became known about Igor Kolomoisky’s appeal to the Ukrainian government with a proposal to transfer under the jurisdiction of the Dnipropetrovsk Regional State Administration (DniproOGA) three districts of the neighboring Donetsk region: Aleksandrovsky , Veliko-Novoselkovsky and Krasnoarmeysky . Deputy Chairman of the Dnieper Regional State Administration Gennady Korban pointed out the temporary nature of this measure, which is necessary to restore normal life in the field after the cessation of hostilities [40] .
He also proposed nationalizing the property of pro-Russian oligarchs supporting the DPR and LPR, and then transferring them to the management of a specially created joint-stock company, and distributing shares to participants in the anti-terrorist operation in eastern Ukraine (ATO) [41] .
In the context of the conflict in the east of Ukraine (2014) , Kolomoisky is considered to have turned to the policy of a financial and industrial oligarch supporting a pro-presidential and, accordingly, pro-European course of development of Ukraine [42] . It is known that in Ukraine there are key enterprises of Kolomoisky: Kremenchug refinery , Stakhanovsky , Zaporizhzhya and Nikopol ferroalloy plants. In addition, ferroalloys are exported through the Yuzhny port , located in the Odessa region [43] . It is suggested that the territories of Ukraine controlled by Kolomoisky - Dnepropetrovsk and Odessa Oblasts - form a kind of conditional third center of power in Ukraine (along with Kiev and Donetsk and Lugansk Oblasts), pursuing a relatively independent policy [44] . Perhaps that is why Kolomoisky in 2014 maintained the National Defense Regiment of the Dnipropetrovsk Region, helped financially volunteer territorial defense battalions of the Ministry of Defense of Ukraine and volunteer special battalions of the Ministry of Internal Affairs of Ukraine, formed by an accelerated training program from pro-Ukrainian citizens. Kolomoisky also maintained a number of his own volunteer armed groups, such as the Sturm and Dnipro battalions, spending up to $ 10 million per month on their maintenance [43] [45] . In addition, Kolomoisky introduced the practice of paying cash compensation in the amount of 10 thousand US dollars for each captured representative of the DPR and LPR [46] . In 2014, Kolomoisky found support from representatives of various Ukrainian political parties and organizations, from VO "Freedom" , " Self-Defense of the Maidan ", " Right Sector ", to the " Party of Regions "; he was unconditionally supported by the leaders of the Jewish community of Dnepropetrovsk, who have significant financial resources [47] .
On August 28, 2014, in connection with the statements of the President of Ukraine Petro Poroshenko on the entry of Russian troops into the Donetsk region [48] , Gennady Korban announced that after the meeting of the regional defense council, Plan B would be activated. According to him, the leadership of the Dnipropetrovsk region takes responsibility for the situation in the neighboring Zaporizhzhya region and “nearby territories - in particular, Mariupol and everything that is behind it” [49] .
As Sonia Koshkina said in November 2014: “Kolomoisky and his people are one of the main, today, internal threats to President Poroshenko” [50] .
Conflict with Poroshenko and resignation
On March 19, 2015, the Verkhovna Rada of Ukraine adopted a law to reduce the quorum required for holding general meetings of shareholders from 60% to 50% + 1 share [51] . In Ukrnafta, where 50% and 1 share are owned by the state, Kolomoisky-controlled structures controlled 42% of the shares and repeatedly blocked the convocation of a meeting of Ukrtransnafta shareholders, which did not allow the decision to pay dividends to the state. On the same day, the supervisory board dismissed the chairman of the board of Ukrtransnafta Alexander Lazorko [52] , and in his place the supervisory board elected Yury Miroshnik, a former employee of the SBU in the Luhansk region. Lazorko refused to leave his office and barricaded himself in it, promising to challenge the decision to be suspended in court. After a skirmish with Miroshnik’s guards, Lazorko temporarily left the office. Igor Kolomoisky, along with his deputy Gennady Korban, Odessa Region Governor Igor Palitsa and people's deputies Vitaly Khomutynnik and Alexander Shevchenko, came to the Ukrtransnafta office, accompanied by machine gunners, to help him [53] . Being near the Ukrtransnafta building, Kolomoisky obscured the journalist of Radio Liberty Sergey Andrushko [54] . On March 20, President Poroshenko reprimanded Kolomoisky for violating professional ethics.
On March 21, 2015, accounts of enterprises belonging to Poroshenko in the amount of about $ 50 million were blocked in the Privatbank owned by Kolomoisky. What happened at Privatbank was explained by a technical malfunction [55] .
March 22, 2015 Kolomoisky appeared near the building "Ukrnafta", which earlier on the same day was surrounded by an additional fence, saying that armed people are needed to prevent a "raider" attack on "Ukrnafta" [56] .
On March 23, 2015, the head of the SBU, Valentin Nalyvaichenko, accused officials of the Dnipropetrovsk Regional State Administration of supporting criminal groups operating in the Dnipropetrovsk and Donetsk regions, and declared the readiness of his department’s employees to help disarm armed people at Ukrtransnaft. The reaction in Dnepropetrovsk did not take long: on the same day, at a briefing in the Dnipropetrovsk Regional State Administration, a deputy from the Bloc of Petro Poroshenko, Andrei Denisenko, admitted that an assistant of the SBU in Volnovakha was shot dead by his assistant by the name of Gordeev, and called the accusations the beginning of the war against the “Dnepropetrovsk team” . On the same day, in protest, members of the ruling coalition in the Verkhovna Rada, people's deputies Andrei Denisenko, Ivan Kupriy , Valentin Didych and Aleksandr Dubinin , announced their withdrawal from it in connection with the discrediting of the leadership of the Dnipropetrovsk region [57] , it was convened in Dnepropetrovsk on March 25, the national assembly [58] [59] . Deputy Kolomoisky Gennady Korban said that “thieves are sitting in Kiev, and it’s time for them to leave” [60] . On the same day, there were also reports that two battalions of the National Guard were sent to Dnepropetrovsk [61] , but this information was later refuted [62] .
March 24, 2015 Petro Poroshenko signed a decree on the resignation of Kolomoisky from the post of Dnipropetrovsk Regional State Administration [63] [64] [65] . After retiring from the post of chairman of the Dnipropetrovsk Regional State Administration, Igor Kolomoisky announced his resignation from politics [66] .
Igor Kolomoisky called the arrest of his ally Gennady Korban in November 2015 an attack on himself by the current authorities through the SBU and the Prosecutor General's Office. He called the case against him political [2] .
Political relations
Oleg Tyagnibok publicly denied rumors circulating throughout Ukraine that Kolomoisky was financing it [67] . In an interview in August 2014, the Ukrainian governor of the Donetsk region, Sergey Taruta , noted that Kolomoisky was associated with the leader of the “Right Sector” D. Yarosh , while, according to him, “in the perception of many in the Donbass, both Yarosh and Kolomoysky are the two opponents that the region is fighting ” [68] (see Armed conflict in eastern Ukraine ).
Initially, Igor Kolomoisky and his administration had friendly relations with the leader of the Radical Party Oleg Lyashko , but subsequently their relationship deteriorated. In July 2014, Kolomoisky ordered the persecution of Lyashko in the media controlled by him [69] .
Subsequently, the parties more than once exchanged mutual accusations. After the release of the next story dedicated to Oleg Lyashko on the Kolomoisky controlled channel 1 + 1 , the latter accused Kolomoisky of bringing his mother to a pre-infarction state, called him “a parody of a muzzle” (a rough hint of Kolomoisky’s Jewish origin) and threatened to kill him, if anything something will happen [70] . The plot talked about fraud with land, as a result of which land in the suburbs of Kiev was received by his mother, godfather and three members of his family [70] .
The eleventh congress of the UKROP party, held on November 25, 2016 , elected Igor Kolomoisky as chairman of the Party Control Commission (the “party court”), the permanent control and audit body that monitors and verifies compliance with the requirements of the charter, program documents, party discipline and ethics of party members, its statutory bodies and management [71] .

Banking assets
PrivatBank International Banking Group has about 22 million corporate and retail customers in 12 countries, including Russia, Kazakhstan, Georgia, Latvia, Italy, Portugal, China, the UK, Cyprus, Germany, Spain, and others. In the rating of “Top 1000” of world banks of The Banker magazine, published by Financial Times Ltd, PrivatBank took 315th place in 2013. [72] According to the National Bank of Ukraine , PrivatBank is the largest bank in the country [72] .
From 1994 to 2014, Privat Group was represented in the banking sector of Russia. The assets of Moskomprivatbank account for 6% of the total assets of the PrivatBank banking group [73] . They amounted to 48 billion rubles, of which 32 billion were deposits [74] [75] , capital was estimated at 5.5 billion rubles. After harsh words by Igor Kolomoysky to the President of the Russian Federation, Vladimir Putin, in March 2014, the Central Bank of the Russian Federation introduced a temporary administration to the Russian branch. Later, Moskomprivatbank was sold to Binbank for 6 billion rubles and renamed to Binbank credit cards, with a capital of 5.5 billion rubles. In the future, the new owner received 12 billion rubles from the Central Bank to maintain liquidity, while the assets received amounted to 56 billion rubles [76] .
Offshore companies
The St. John Trading LTD (Cyprus), Varkidzh Limited (Cyprus), Bloomberg Industries L. L. S. (Virgin Islands), Padmore Trading (Virgin Islands) companies are classified as offshores of the Privat Group. Lansin Commercial Limited, Mint Data Holding Limited (Cyprus), Strettonway Traders and Consulting Limited (Cyprus), Accretrend Holding Limited (Cyprus), Ravenscroft Holdings Limited (Cyprus), Mortondale Essets Limited , MKT Group Limited, Occidental Management Company, among others [77] [78] .
Assets in metallurgy
In Ukraine’s metallurgy, the Privat group is represented by mining and processing plants and ferroalloy plants. According to Gennady Korban , Kolomoisky controls 20-30% of the global market for ferroalloys [14] . Privat-Intertrading Company is a monopolist in the Ukrainian manganese ore market. Among its assets are the Marganets and Ordzhonikidze GOKs, the Sukhaya Balka mining and processing plant, Yuzhny GOK (50%), the Dneprodzerzhinsky coke and chemical plant, Dneprokoks, and the metallurgical plant named after Petrovsky, whose state-owned stake is controlled by Privat-Intertrading.
According to some information, Igor Kolomoisky in 2007 bought a 3.3% stake in Ferrexpo, the company of Konstantin Zhevago .
In 2007, the Privat group became part of the owners of the Evraz metallurgical holding in Russia and received a representative on the board of directors. Among the metallurgical assets sold by Kolomoisky were: 99.25% of the shares of GOK Sukhaya Balka, 95.57% of the shares of the Dnepropetrovsk Metallurgical Plant named after Petrovsky, 93.74% of the shares of the Bagleikoks coke plant, 98.65% of the shares of Dneprokoks, 93.83% of the shares of the Dneprodzerzhinsky coke plant, and 50% of the Southern GOK. For these assets, valued at $ 2.2–2.2 billion, Kolomoisky, according to press reports, received one billion dollars in cash and a 9.27% stake in Evraz [79] . At the same time, there were conflicts, since Kolomoisky allegedly retained control of the Southern Ore Mining and Processing Combine (the fourth largest iron ore mines in Ukraine) and redistributed the profit there for his own benefit. He also prevented Sukhaya Balka GOK from shipping to the Krivorozhsky iron ore plant, taking advantage of the fact that the access roads remained in the ownership of Privat Group after the GOK sale. These actions may have been explained by Kolomoisky’s desire to improve the terms of the transaction after its conclusion [80] . As a result of a corporate conflict, in 2010 Privat Group lost its representation on the board of directors of Evraz.
Petrochemical Assets
Privat Group is widely represented in the oil industry of Ukraine. Among its largest assets are Ukrnafta (41% of the shares), Khmelnitsknefteproduct (60.05%), Sumynefteproduct (85.23%), Zhytomyrnefteproduct (70.15%), Chernihivnefteprodukt (96, 5%), Chernivtsi Nefteproduct (76%), Nikolaevnefteproduct (60.9%), Kirovogradnefteproduct (60.01%), Neftekhimik Prikarpattya Oil Refinery (46%), NPP Galichina (32%) Sevnefteprodukt-Service (75%). Sentosa and Avias have an extensive network of gas stations in Ukraine [78] .
At the end of December 2007, Kolomoisky acquired 12.62% of the shares of the British oil and gas company JKX Oil & Gas, about 80% of whose oil and gas assets are located in Ukraine.
Air assets
In 2009, Privat Group began the purchase of assets in the airline industry. In August 2009, the State Property Fund of Ukraine sold a 94.5% stake in Dniproavia Airlines OJSC - Galtera LLC (Dnepropetrovsk), which is associated with PrivatBank co-owners Igor Kolomoisky and Gennady Bogolyubov [81] .
In 2009, companies friendly to the Privat group bought back a 25% stake in AeroSvit Airlines [82] .
In September 2010, Igor Kolomoisky acquired the charter airline Rosa Vetrov [83] .
On the basis of Dniproavia , AeroSvit , Donbassaero and Rosa Vetrov airlines, the Ukrainian Aviation Group (UAG) was created, which soon allowed its owners to control 48.5% of the air transportation market in Ukraine.
Later, in 2011, Igor Kolomoisky entered the international airline market by purchasing a 66.7% stake in Danish airline Cimber Sterling [84] . However, in 2012, the Privat airline business becomes unprofitable.
Media assets
Kolomoisky controls Ukraine’s largest media group, 1 + 1 Media , which includes 1 + 1 , 1 + 1 International , 2 + 2 , TET , PlusPlus , Unian-TV , and “Curlers”; TSN.Ua news portal, which distributes online materials of the “ Television News Service (TSN )” of the “1 + 1” channel; the Internet projects Glavred, Telekritika, the media tabloid Dusya, and Kyiv Newspaper ONLINE (the print version of the newspaper was discontinued in 2011), as well as the UNIAN news agency [85] [86] . In 2007, Kolomoisky acquired a 3% stake in Bermuda-registered Central European Media Enterprises (CME), the largest television company in Eastern Europe, founded by the President of the World Jewish Congress, Ronald Lauder, for $ 110 million. CME owns leading television companies in the Czech Republic, Slovakia, Romania, Slovenia, Croatia and Ukraine. Thanks to this deal, Igor Kolomoisky got the opportunity to influence the Ukrainian assets of SME - LLC 1 + 1 TV channel , which the businessman sought control over since 2005, and the Gravis television company, which owns the Kino and City television channels [90] . Together with Vadim Rabinovich, he created the first Jewish international news channel Jewish News One ((JN1)), available via satellite and cable television, as well as online [91] . JN1 is registered in the ownership of Yarusta LLC (Dnepropetrovsk) [92] .

Критика
В 2011 году Коломойский «за закрытие „ Газеты по-киевски “, журнала „Профиль“, увольнения журналистов без предупреждения на канале „Сити“ и в других структурах группы „1+1“» был помещён на второе место в рейтинге врагов прессы по версии Независимого медиапрофсоюза и Института массовой информации [98] .
Коломойскому приписывают многочисленные попытки рейдерских захватов украинских предприятий, а группу «Приват» называют «крупнейшим рейдером Украины». [89] Структура «Привата» — охранная фирма «Б. О. Г. — Безопасность. Охрана. Гарантия», организованная бывшим начальником Днепропетровского областного УВД генералом Козиным, неоднократно участвовала в силовом обеспечении рейдерских операций. [99]
Расследованием практики предположительно недобросовестной конкуренции компаний, контролируемых Коломойским, занимался Антимонопольный комитет Украины. В 2003 году комитет наложил штраф на такие компании Коломойского, как «Авиас» и «Сентоза Ойл» в размере 52,4 млн и 46,4 млн гривен. Позже, была оштрафована на 125 млн гривен связанная с Коломойским компания «Кребо». Criminal prosecution in the Russian Federation
On June 21, 2014, Kolomoisky, along with the head of the Ministry of Internal Affairs of Ukraine Arsen Avakov, were put on the international wanted list by the Investigative Committee (later the Basmanny District Court of Moscow decided to arrest Kolomoisky in absentia [107] ) on suspicion of “organizing the murder”, “using prohibited means and methods of warfare ”,“ Kidnapping ”and“ obstructing the legitimate activities of a journalist ”(part 3 of article 33, paragraphs“ a ”,“ b ”,“ e ”,“ g ”,“ l ”part 2 of article 105 , part 3 of article 33, part 1 of article 356, part 3 of article 33, part 3 of article 144, part 3 of article 33, paragraph “a” part 3 of article 126 of the Criminal Code of the Russian Federation ) during armed to resist I'm in the east of Ukraine . On August 1, 2014, the Prosecutor General’s Office of Russia sent materials to Interpol to begin the international search for Kolomoisky [110] .
