Fernando Valenzuela (born 1948) is a Spanish diplomat.

Biography
Born in 1948 in Spain . He received a master's degree in law from the University of Zaragoza , and a doctorate in law from the University of Paris II. He completed additional educational programs in the field of international relations and economic theory at the universities of Paris and Madrid [2] . In 2012, he lectured at the International University in Moscow on the topic: “The European Union and Russia: Partners or Enemies”.
Diplomatic activities
He began his professional career at the Spanish Foreign Ministry in 1974, from 1975 to 1977 he headed the department of economic and technical issues in the office of the Spanish Foreign Minister. In 1977-1980 he headed the Spanish Consulate General in the Argentinean Rosario (Santa Fe). In 1980, he returned to Europe and until 1983 worked in Paris as an adviser to the Permanent Mission of Spain to the Organization for Economic Cooperation and Development. In 1983, he was transferred to the central office of the Ministry of Foreign Affairs of Spain as deputy general director for financial and administrative matters. In 1985-1988, he served as Director General in the office of the Secretary of State of Spain for international cooperation with Latin America . In 1989-1991 he headed the Spanish International Development Agency. From 1991 to 1996, he was the representative of Spain to the UN international organizations in Geneva, and from 1996-1999, he was ambassador to Canada . In 1999, he was special representative of the UN Secretary General in the Republic of Macedonia .
At diplomatic work in the European Union
In 1999-2000, he was the coordinator of the European Union 's Stability Pact for Southeastern Europe program. In 2000, he left the Ministry of Foreign Affairs of Spain and joined the EU structures. Until 2005, he was Deputy Director General of the European Commission for External Relations, and from 2005 to 2009, he was Head of the Delegation of the European Commission to the United Nations .
From October 2009 to 2013 he headed the Delegation of the European Union to Russia .
