Thomas Tuk ( eng. Thomas Tooke ; February 28, 1774 , Kronstadt , Russia , February 26, 1858 , London , United Kingdom ) is an English economist and statistician [1] .

Biography
He was a member of a major London trading house engaged in trade with Russia. In 1820, he submitted to the parliament of England on behalf of the London merchants a petition on free trade that he drafted. Tuk was at the head of many large industrial enterprises and also took an active part in the work of government commissions on statistical study of the situation of factory workers and on the development of factory legislation .
The most important work, which created Thomas Tuku greater fame: "L., 1838-1857; the last 2 volumes were supplemented by W. Newmarch ). Here Tuk is opposed to the famous banking act of Robert Peel of 1844, which regulated the issuing operation of the Bank of England .
The essence of Tuk’s theory is that if the exchange of bank notes is observed, the bank cannot issue more tickets than they are in demand, therefore, the number of issued bank notes has no effect on commodity prices; an increase in the number of tickets does not raise prices and does not cause a drop in the bill rate and the outflow of precious metals abroad.
The importance of Tuke's work on prices is not in its polemical part against the principles of the act of Robert Peel, but in his studies of the movement of commodity prices in England for 6 decades (1793-1856) and their influence on various aspects of the national economy : local and world trade, credit , rent , interest , wages , etc.
