Born on March 19, 1968 in the city of Kovel, Volyn region .
In 1989 he graduated from the Sumy Higher Artillery Command, twice the Red Banner College named after him. MV Frunze , specialty tactical artillery.
In 1999, he graduated from the Yaroslav the Wise National Law Academy with a degree in jurisprudence.
He was the CEO of Management Asets Corporation .
In November 2010, he became a deputy of the Donetsk Regional Council on the list of the Party of Regions . He ran as a non-partisan, later became a member of the Party of Regions . Participated in the standing commission on economic policy, budget and finance. In 2010-2011 he served as deputy chairman of the Donetsk Regional Council. In July 2011, in connection with the appointment of Andriy Shyshatsky as head of the Donetsk Regional State Administration, he acted as head of the Donetsk Regional Council. On August 4, 2011 he was elected Chairman of the Donetsk Regional Council .
