During the Second World War - an artillery officer.
Then he studied Oriental languages at Oxford , where he graduated from Balliol College with first-class honors.
In the years 1969-1971 - Advisor to the British mission to the UN. In 1971-1974 - Deputy Minister of Foreign Affairs. In 1974-1979, he was the British Ambassador to Iran. Later declassified documents indicate that Parsons was too confident in the strength of the position of the Shah [1] . He left Tehran at the end of January 1979, a few days after the flight of the Shah. In his memoirs he wrote: “I told the shah that angry indignation and general disagreement with the regime is a natural result of fifteen years of pressure and strangulation during the development of its“ modernization ”programs. The implementation of these programs exacerbated inequality, a split in society, and class contradictions ” [2] . In 1979-1982 - Permanent Representative of Great Britain to the UN. Then he left the diplomatic service. In 1982-1983, he was the Special Advisor on Foreign Affairs to the Prime Minister.
In 1984-1996 he worked at the University of Exeter .
Died of cancer.
He is the author of several books, in particular, From the Cold War to the Hot World (From Cold War to Hot Peace, 1995).
