The Main Directorate of the Ministry of Internal Affairs of Russia for St. Petersburg and the Leningrad Region is headed by a chief who is appointed and removed by the President of Russia on the proposal of the Minister of the Interior of the Russian Federation. Currently, the head of the Main Directorate of the Ministry of Internal Affairs of Russia for St. Petersburg and the Leningrad Region is Police Major General Roman Yuryevich Pugin (appointed February 28, 2019 ).

History
Since the founding of St. Petersburg, police and judicial functions have been carried out by the “Reprimanding Chamber” and sometimes the “City” (town-planning) office, subordinate to the Provincial Office under the governor of the city.
The police department was founded in May 1718 by Peter I. He appointed his batman Anton Manuilovich Deviera as the general-chief of the capital (then Petersburg) and Russian police, and wrote for him “points” - police duties.
In 1917, the police were reformed into the police of Petrograd .
July 10, 1942 the fire department of the NKVD of Leningrad was awarded the Order of Lenin.
August 5, 1944 awarded the Order of the Red Banner.
In August 2010, at a meeting on reforming the internal affairs bodies, Russian President Dmitry Medvedev said: “In my opinion, the time has come to return the police to its former name and to refer to our police in the future.” According to the head of state, the militia ceased to have that popular, workers and peasants character in the person of "combatants in uniform", which was inherent in it in 1917 . Thus, renaming the police into the police is a logical decision, a logical step in developing the country's law enforcement system and its integration into the global police community, and in 2011 the St. Petersburg police became known as the “St. Petersburg Police”.

The position of Chief Police Officer as an assistant to the General Police Chief was established in 1766 . The Governor’s reform of 1775 transferred to the Chief Police Officer the control of the city police (since 1780 ), the post of General Police Chief was abolished. The Chief Police Officer was appointed by the Senate , subordinated to the Governor General ; led the Deanery Office, was responsible for calm and order in the city, headed the fire department, “oversaw” trade, urban amenities and sanitary conditions, monitored the observance of laws and regulations of higher and central institutions, and the implementation of judgments. The position of chief police chief was abolished in 1871 in connection with the establishment of the city government in St. Petersburg. In 1881 - 1883 , under the conditions of the growth of the revolutionary movement, it was temporarily restored [1] .
