Biography
In 1974 he graduated with honors from the Faculty of Economics of Rostov State University with a degree in Political Economy , where he studied at graduate school and worked in 1986. Within the walls of the alma mater, he received the degree of candidate of economic sciences (1981, the dissertation "Economic problems of improving the quality of the product of agricultural production"), the title of senior researcher with a degree in political economy (1983).
Since 1986, he began working at Volgograd State University , where until 1995 he headed the departments of political economy, theoretical economy, history and theory of economic systems. He was dean of the Faculty of Economics and Law, later the Faculty of Economics. He worked as vice-rector for socio-economic work, vice-rector for scientific work and international relations, first vice-rector. In 1993, O. V. Inshakov was awarded the academic title of professor , and in 1996, after defending his dissertation “The Mechanism of Social Market Transformation and Sustainable Development of the Agro-Industrial Complex of Russia,” he was awarded the degree of Doctor of Economics.
From 1995 to 2014, he served as rector of Volgograd State University, after which he was elected president of the same institution.
Spouse - economist E.I. Inshakova (born 1962) [1] [2] .
He was buried at the Central (Dimitrievsky) cemetery of Volgograd [3] .
Scientific activity
Over the years he has published 400 scientific and educational works, among them: 15 scientific monographs and 7 study guides, as well as book chapters, articles in leading journals, and scientific reports. The works were published in Armenia, Bulgaria, Great Britain, Hungary, Germany, Georgia, Kazakhstan, Russia, the USA, and Ukraine.
O. V. Inshakov created a powerful scientific school of evolutionary and regional economics. Under his leadership, 21 [4] doctors and 49 [5] candidates of economic sciences were trained; 3 post-graduate students, 2 doctoral students, 4 candidates for the doctoral degree are conducting research.
In the last decade, O. V. Inshakov developed the evolutionary-genetic concept of production factors and the model of the “core of development" of economic systems; proved the need to expand the level structure of the object and subject of economic theory; substantiated the relationship of economic genetics and nanoeconomics, based on an analysis of the elements and cost structure of human action.
In his pioneering works on institutional economics, he, based on original methods and sources, revealed the ontological and epistemological aspects of the evolution of domestic economic institutes in the 9th-21st centuries, their reflection in the conceptual formation of the Russian language, proposed institutional characteristics of the periods of Russian history, and developed a multi-criteria classification of institutional economic mechanisms.
Under the leadership of O. V. Inshakov in 1998-2008. recommendations on improving the financial, banking and insurance systems, higher education, social responsibility of business and social partnerships, corporate governance, land relations, information and regulatory support, and evaluating the effectiveness of state and municipal management have been developed and are actively used in the Volgograd Region .
In 2003-2010. O. V. Inshakov implemented innovative interdisciplinary research projects that brought together more than 50 scientists from RAS institutes and universities in Moscow, St. Petersburg, Yekaterinburg, Volgograd and other Russian cities. He formed an original scientific school and a research area on the problems of the functioning, structuring and evolution of economic systems of various types, types, levels and scales.
He justified the directions, scenarios and mechanisms of strategic modernization of the economy of the South of the Russian Federation, which is reflected in analytical notes and reports for the authorities of the Southern Federal District on the development of infrastructure, the potential of the ethnic economy, and the reduction of the shadow sector of the economy.
Social and Political Activities
Member of the Public Chamber of the Russian Federation (since 2010); Chairman of the Public Chamber of the Volgograd Region (since 2010); Deputy, Chairman of the Committee on Science, Education, Culture and Public Relations of the Volgograd Regional Duma (2004-2009); Member of the Commission on Clemency under the Head of the Administration of the Volgograd Region (2001-2003).
Member of the Board of the Free Economic Society of Russia (2001-2003) and Deputy. Chairman of the Volgograd Branch of VEO (2000-2010); Chairman of the Volgograd Departments and member of the Presidium of the Russian Academy of Natural Sciences , International Academy of Higher Education Sciences, International Academy of Organizational Sciences.
He was a member of the Council under the Head of the Administration of the Volgograd Region for Science, Technology and Innovation, worked in the Scientific and Technical Council and the Commission for Grants and Prizes in Science and Technology of the Administration of the Volgograd Region.
Acted as co-chairman of the Council for Social and Economic Development, as well as the Commission on the Prizes of the Hero City of Volgograd. Commentator on the regional scientific-educational and cultural-educational radio program for entrepreneurs “Tower” (2000-2005), awarded the VDNKh gold medal .
Awards and Prizes
For fruitful social, scientific and educational activities, O. V. Inshakov was awarded the Order of Honor (2012), the Order of Friendship (2006), medals "For active participation in the census" (2003), "For Merit in the 2006 All-Russian Agricultural Census" Rosstat (2007), “For Interaction” of the Prosecutor's Office of the Russian Federation (2009), “Forever Together” of the Republic of Kalmykia (2010). He was awarded the honorary title “ Honored Worker of Higher Education of the Russian Federation ” (1998), “ Honored Worker of Science of the Russian Federation ” (2002), “ Honorary Worker of Higher Education prof. education of the Russian Federation ”(2002).
Acknowledged by the President of the Russian Federation (1996), the title of “Best Manager of the Year of Russia” in the field of education (1998), laureate of the scholarship of the Russian Academy of Sciences “Outstanding Scientists of Russia” (1996-2000), “Honored Scientist of the Republic of Kalmykia” (2002). He was awarded with the Diplomas of the State Duma and the Federation Council of the Federal Assembly of the Russian Federation, the Ministry of Education and Science of the Russian Federation , Gratitude of the Ministry of Economic Development of the Russian Federation.
O. V. Inshakov three times became the Laureate of the Volgograd Region Prize in Science and Technology (2006, 2008, 2010), “The Best Manager in the Field of Science and Education of the Volgograd Region” (2004, 2008). Marked by letters and honorary signs of the Volgograd Regional Duma, the Administration of the Volgograd Region and the hero city of Volgograd. He has international and public awards, diplomas and honorary titles for achievements in the field of science and education.
