Biography
Graduated from the Institute of Journalism of the Taras Shevchenko National University of Kyiv (2003). He began his work in journalism in 2000 with a probationary period in the news program “Reporter” on the TV channel “ New Channel ” under the leadership of Andrey Shevchenko ; remained to work in the editorial staff of the regional news channel until the spring of 2001. In September 2000, he became a correspondent for the Internet publication Ukrainskaya Pravda , and in 2002, a deputy editor-in-chief. He became known for his journalistic investigations , some of which he spent with Mustafa Nayem .
In January 2011, political consultant Vyacheslav Pikhovshek wrote an article in which he admitted the possibility of the murder of Sergei Leschenko in order to discredit President Viktor Yanukovych [1] . The international human rights organization Reporters Without Borders called such an assumption a hidden threat of murder [2] [3] .
In 2012, he completed an internship in the UK as part of the scholarship program of the John Smith Fellowship. In June 2013, he published the documentary book “The American Saga of Pavel Lazarenko, ” based on the materials of the investigation conducted in respect of the former Prime Minister of Ukraine by US law enforcement agencies [4] [5] . In 2013, he completed an internship at Stanford University as part of the Draper Hills Summer Fellowship, as well as an internship at the Washington Reagan-Fascell Democracy Fellowship. After Euromaidan wrote the book “Mezhigorsky syndrome. The diagnosis of the power of Viktor Yanukovych ”, which was published in September 2014 [6] .
In February 2015, he became a teacher at the School of Journalism of the Ukrainian Catholic University [7] .
Political career
In September 2014, at the congress of the Petro Poroshenko Bloc party, Sergei Leschenko and Mustafa Nyei officially confirmed their participation in the parliamentary elections on the lists of this political force (taking 19th and 20th places) [8] . Initially, Victoria Syumar , Yegor Sobolev , Anna Gopko , Vasily Gatsko and a number of other people also planned to be nominated by him, Zalischuk and Nayem from the party of Yulia Tymoshenko’s “ Batkivshchyna ” party , but as a result activists were nominated from different parties. Although Batkivshchyna offered 10 places on the list, but because of internal competition and separate negotiations, it was decided to look for another party, which Zalischuk, Nayem and Leshchenko perceived as a way to get into parliament [9] . After not established negotiations with Andrei Sadov , in September 2014, after personal talks with Petro Poroshenko, they advanced in the parliamentary elections on the list of the “ block of the same name ” [10] . During the election campaign, he spent several weeks with Svetlana Zalischuk and Mustafa Nayem at constituency No. 102 in Kirovograd region, campaigning against Oles Dovhyi . On election day, their car was attacked [11] . After passing to the Verkhovna Rada , Leshchenko became a member of the committee on preventing and combating corruption [12] .
In February 2015, together with Mustafa Nayem, he proposed a bill repealing the text of the interview with the interviewee himself, which he called an element of censorship. In support of the project, MPs Vladimir Aryev , Oksana Syroed , Yury Lutsenko , Victoria Syumar , Svetlana Zalischuk , Yegor Sobolev , Dmitry Dobrodomov and Victoria Voitsitskaya put their signatures [13] .
He became the co-author of the law on the financing of political parties in Ukraine from the state budget, which was adopted in October 2015 by the Verkhovna Rada. According to the document, from January 1, 2016, state funding of parties is introduced in proportion to their level of support in elections (at least 2% of the vote after the next parliamentary elections, before that - at least 5%). On average, a Ukrainian citizen will allocate 80 kopecks per month to all political parties for a month, there are also restrictions for financing: 400 minimum wages for an individual, and 800 for legal entities. At the same time, it is stipulated that parties must publicly report on who exactly gave them the money (with the name and surname, registration address) and how much [14] [15] .
Together with a number of deputies of the BPP, Batkivshchyna and the Odessa Regional Administration, he participated in the work of the Movement for Purification [16] [17] of the Head of the Odessa Regional Administration, Mikhail Saakashvili [9] . In the summer of 2016, on its basis, two political groups emerged, eventually coordinated around the Democratic Alliance party and former Deputy Prosecutor General David Sakvarelidze and Vitaly Kasko [18] [19] . In July, together with Nayem and Zalischuk joined the party "Democratic Alliance" [18] .
On August 17, 2016, Sergey Leshchenko said that he would not mind becoming the next president of Ukraine after Petro Poroshenko [20] .
On November 1, 2018, Russian sanctions were imposed against 322 citizens of Ukraine, including Sergey Leschenko [21] .
On February 13, 2019, he became a member of the Civil Initiative "#Disigns" [22]
On February 28, 2019, together with Svetlana Zalischuk and Mustafa Nayem, he submitted an application to withdraw from the BPP faction [23] .

Scandals
Capturing the 112 Ukraine TV Channel
On January 30, 2017, in his blog on the Ukrainian Truth website, Sergey Leshchenko posted a “capture plan” of the channel 112 Ukraine by President Petro Poroshenko, consisting of an email from June 2015 to the Deputy Chairman of the National Council Grigory Shverk to the Chairman of the National Council Yury Artemenko and responsible Secretary of the National Council Catherine Kotenko with the document "Action Plan for Project 112". At the same time, this document was already shown on December 28 in the “Ukrainian Sensations” program of 1 + 1 TV channel [26] , and information about the “correspondence” appeared in the summer of 2016, members of the National Council were even offered to buy it out [27] [28] . The participants of the published correspondence called it a fake, based on a compilation of certain facts and conjectures [29] . Leshchenko was accused of misleading his own readers (who did not know that the publication was not based on his own investigations, but on the discharge of information by a third party), direct lies, ignoring the context and the history of events around the TV channel. Leshchenko, who posted the blog and news on his record, Ukrainskaya Pravda, was also criticized, since the journalists of the publication did not subsequently correct / update the previously published data [30] .
"Apartment Leshchenko"
In September 2016, a number of deputies of the Verkhovna Rada appealed to the National Anti-Corruption Bureau with a request to check the purchase by Sergey Leshchenko of an apartment of 192 m² in the new building on Franko Street in the center of Kiev [31] . Its cost was estimated at 480 thousand dollars (which at that time was 12.864 million hryvnia) [32] . According to others, the apartment costs 7.5 million hryvnia [33] . According to Leshchenko, half of the amount (3.77 million hryvnia) was borrowed from the editor-in-chief of Ukrainska Pravda, Alena Prituly, in the form of an interest-free cash loan for 10 years [34] , the rest was personal funds from Leshchenko In 2013–2014, he indicated in the declaration more than 100 thousand dollars of income and 300 thousand hryvnas of income from entrepreneurial and independent professional activity) and Topolskaya (150 thousand hryvnias).
Questions have caused the sources of origin of funds and the conditions of the loan Aliona Pritula [34] . Criticism itself has undergone a luxury purchase, which was compared with the apartments of the former Attorney General Viktor Pshonka . There were also versions of a planned informational attack on the policy of the authorities [31] , Leshchenko himself supported this version [35] .
On September 19, 2016, NABU reported an administrative violation with signs of corruption in the Leshchenko case [36] : the Pritula loan can be qualified as a gift, and its receipt contradicts anti-corruption legislation (restriction on the receipt of gifts by people's deputies). Also, the purchase went to 77 thousand US dollars from the deposits of the mother of Sergei Leshchenko, who were not listed in the deputy’s declaration as own funds.
The trial began at the end of December 2016. [35] On February 15, 2017, the Pechersk court closed an administrative case, not finding corpus delicti in Leshchenko's actions [37] . Leshchenko thanked Judge Vladimir Karaban "for understanding this absurdity." Vladimir Karaban (the founder of one of the largest judicial dynasties in Ukraine) and members of his family had repeatedly come across scandalous situations with undeclared ownership of housing, land and expensive gifts [38] [39] [40] .
Blackmailing the ex-chief of election chief Donald Trump
In 2016, Sergey Leshchenko announced that the Party of Regions, shortly before Viktor Yanukovych’s election as president of Ukraine, allegedly paid for the services of the American political consultant Paul Manafort . According to Leshchenko, the expenses of Ukraine related to its activities exceeded 12 million dollars [41] .
In February 2017, correspondence between allegedly Leshchenko and Paul Manafort's daughter Jess appeared on the Internet. This correspondence, posted by anonymous hackers, in English, and with errors was perceived by some media as blackmail : “If I don’t get any answer from you, I will pass them [proof of receipt of money from the Party of Regions] to the FBI and Ukrainian authorities, including the media. Tell him that he has 24 hours before I publish all the information to law enforcement officers. As soon as he contacts me, I will send you the documents ” [42] . At the same time, the only thing that indicated the connection with Leshchenko is the e-mail address indicated in the messages for reply. The messages themselves came from a different address [42] .
Paul Manafort confirmed the authenticity of these letters, adding that he also received messages to the telephone from addresses that “allowed to link them to Leshchenko,” but did not respond to them, but immediately handed them to his lawyer. At the same time, Manafort refused to show these messages [43] . In March 2017, Leshchenko, nevertheless, handed over to NABU documents that, presumably, can prove Manafort’s involvement in offshore schemes [44] [45] . In the new materials that NABU will study, Manafort is credited with receiving $ 750,000 for the delivery of computer equipment through Kyrgyzstan . A Ukrainian politician called for an investigation into this situation both in Ukraine and in the United States [45] .
In 2018, Paul Manafort was sentenced to a prison term of 3 years and 11 months. In March 2019, the term was extended by another 3.5 years [46] . On May 10, 2019, Rudolf Giuliani , ex-mayor of New York and attorney for US President Donald Trump, announced his intention to come to Ukraine and meet with President-elect Vladimir Zelensky . It was assumed that at the meeting the parties could discuss questions about the interference of other countries in the presidential elections in the US in 2016 and the activities of Hunter Biden (son of 47th US Vice President Joe Biden ) in the Burisma gas production company in Ukraine. However, the next day, on May 11, Giuliani canceled his trip due to the presence in the headquarters of Zelensky "the enemies of the US president and in some cases the enemies of the United States." In particular, the American lawyer singled out Sergey Leshchenko: “There is a person who was convicted of helping the democrats during the 2016 elections. His name is Leshchenko, he published the “black book”. ” Giuliani added that he considers the materials of the “black bookkeeping” of the Party of Regions to be fake, because of which Paul Manafort was convicted [47] [48] [49] .
Sergei Leshchenko said that the Prosecutor General Yury Lutsenko was guilty of the scandalous situation, and rejected the accusation of falsifying “black bookkeeping” materials [50] [51] . In response to this, Lutsenko said that “Leshchenko ... often on a reasonable basis from the American embassy in Ukraine inflated this scandal, trying to help one of the presidential candidates in 2016” and called the people's deputy a “political skunk ” [52] [53] [54] .
Financial scandals
At the very first meeting of the VIIIth Verkhovna Rada, Sergey Leshchenko came to Banff Parka, with a cost of 11 thousand hryvnias, which is almost twice the monthly salary of a people's deputy, or 11 minimum pensions in the country. In the wake of the questions that have arisen in the media and social networks, Leshchenko gave an explanation for the appearance of expensive clothes, saying that he bought a jacket in the United States for an American scholarship [55] [56] [57] .
In July 2016, former deputy of the Verkhovna Rada Vasyl Gorbal told on his Facebook page that he had noticed Sergey Leshchenko in the elite restaurant “Vao” in Kiev in company with oligarch Konstantin Grigorishin , who was wanted in Russia for tax evasion. Later Leshchenko acknowledged the fact of a joint dinner with Grigorishin [58] [59] [60] .
In September 2016, the news that Sergey Leshchenko is a client of Sberbank of Russia caused a considerable resonance. The deputy was filmed during a visit to the VIP-hall of one of the bank branches in Kiev. Leshchenko confirmed that he had an account with this bank, and clarified that he had come to make a payment to the State Treasury of Ukraine . According to the declaration for 2015, the people's deputy did not have any accounts at Sberbank [60] [61] .
In 2015, Leshchenko declared 50.7 thousand euros and $ 102 thousand in cash [62] . According to the electronic declaration for 2016, the deputy received 35.5 thousand hryvnia from the Victor Pinchuk Foundation , as well as from foreign publications - the American Foreign Policy (20,296 hryvnia), the British openDemocracy (3,196 hryvnia) and the Russian The Moscow Times (3,956 hryvnia ) [63] [64] . In April 2017, Leshchenko additionally indicated in his declaration that on December 31, 2016, he received a loan of UAH 2 million from banker Vladislav Endrzhievsky [65] [66] [67] . Vladislav’s father, Viktor Endrzhievsky, owns several construction companies that operate on the territory of the Russian Federation, including one of these companies engaged in the renovation of the main building of the State Historical Museum in Moscow [68] .
The fight in the Verkhovna Rada
On February 9, 2017, deputies from the Petro Poroshenko Bloc faction Ivan Melnychuk and Sergey Leshchenko staged a fight in the session hall of the Ukrainian parliament.
